ACTED Afghanistan:

ACTED is working in 20 provinces in Afghanistan around the country. These provinces are affected by natural and man-made disasters. ACTED provides relief and emergency assistance to vulnerable populations affected by displacements, conflicts, or natural disasters, in the fields of agriculture, shelter, wash, and food security.

Job Descriptions:

Job Purpose:

The main task of this position (Site Engineer – for 02FCB) is the implementation and follow-up on a day-to-day basis of rehabilitation and construction activities over the period of the program. The Site Engineer will contribute to construction/and some social activities planned under the various results of the program especially WASH, shelter and hub schools’ rehabilitation and may be called upon to support on ACTED’s general operations beyond the scope of the project of focus.

Duties & Responsibilities:

  • Assessment, survey, design, proposal writing and implementation of all projects as evaluation and monitoring of rehabilitation and construction work in related community projects.
  • Daily site visit and monitoring and give technical advice to the field tech team and communities
  • Make sure the Implementation of the projects according to the approved timetable plan.
  • Trains the skill / Unskilled workers and CDC members and quality, workmanship controls and the volume of work with number of workers.
  • In coordination with the selected village beneficiaries, communities/committees, design the related construction systems and ensure technical design adapted to the village’s background or situation.
  • With committee and communities identified advice and select the construction locations, ensure of the safety, stabilities, DRR measures and appropriate of the related constructions.
  • Design the technical training module adapted to the areas on technical part for the committees/communities or government counterpart.
  • Provide technical trainings and maintenance of the constructions to the committees and communities including ACTED staffs.
  • Prepare construction check list and design the construction needs forms for committees/communities of each village constructions.
  • Participate in organize with external and government inspector visits.
  • Coordinate closely with local authorities, village leaders, township, committees and other stakeholders for smooth running for construction sites.
  • Follow of the payment used for the constructions with committees/communities and advice.
  • Ensure that the designs are cost effective and relevant to the context/ environment in which they are planned
  • Ensure, as far as possible, that designs include DRR components and with local materials;
  • Work closely with the team to ensure proper technical supervision of ACTED programs in the area of implementation;
  • Provide written and oral reports with explanations of the designs and description of the construction process, monitoring outcomes;
  • Ensure that all project activities are in accordance with budgetary constraints and being implemented on schedule within the particular area/province
  • Ensure the shelter-latrine-sanitation and hygiene practice in the project is implemented in line with donor proposals and requirements and in accordance with country and international standards
  • Handing over/ the final completion report for each shelter and target area shelter project and filling documents;
  • Review field /correct /participate area pre-tender process.
  • Assist the Project team/log with post-tender negotiations with Contractors and advise on cost savings from alternative construction methods
  • Managing field staff and team leaders, agreeing work plans, indicators and reports and ensuring they are properly trained and equipped to do their tasks
  • Problem solving activities related to a defined area, such as a limited geographical area or limited programme sectional area using professional or technical knowledge
  • Keep and share to line manages all the beneficiaries related records (cash grant, payments, milestones and physical progress) within the target locations
  • Make sure compliance and transparency mechanism along with AMEU department
  • Prepare the weekly plan himself belongs to the field team and share to Line manager. 
  • Prepare weekly reports to the Line manager with detailing progress and challenges;
  • Any other assignment may be required by the Line manager.

Program related functional support with FLATS :

  • Program side inputs to assist to develop technical documents to tender from the area.
  • Participate/Analyse in the tender process and assist to finalize all the evaluation related to the program-Area level or as assigned by the line manager. 
  • Maintain and update program files in the field office.
  • Inform line manager wherever the program is facing challenges.
  • Review and confirm all payment /completion of the works as line manager guidance/ finance procedures.

Job Requirements:

  • University degree in civil engineering, or related field.
  • 3 to 5 years of experience in lead positions in development program management.
  • Demonstrated budget management skills; good report writing and critical thinking skills
  • Excellent Dari, Pashto and English language skills.
  • Proficiency in the use of computer office applications and email, especially engineering software programs.
  • Strong educational, livelihoods, business development, marketing and leadership skills.
  • Ability to regularly travel to the project sites for doing field work.
  • Should be familiar with the area’s culture, traditions and sensitivities.
  • Strong interpersonal, intercultural and communication skills.
  • Able to provide clear and brief monthly, quarterly and final project reports.
