ASCHIANA is a non-governmental and nonprofit philanthropic organization who work from 1996 support street working and war affected children in Afghanistan work with vulnerable and disadvantaged, and help them improve their quality of life for the purpose of breaking the cycle of poverty by providing them with the means to better their own future. To improve the social, economic, physical, cultural and mental situation of vulnerable groups of children, and to focus on basic education as a means to do that. ASCHIANA support the children and their families morally and emotionally throughout, teach them educational, protection, nutrition and other life skills.

Aschiana is implementing a project titled “Support the most vulnerable children and their families through the provision of integrated, age-appropriate and gender-transformative child protection interventions”, funded by UNICEF. The project is based on to address the pressing protection concerns of children from most vulnerable and underserved communities including internally displaced persons (IDPs) affected by the complex humanitarian emergency, children living in the streets and working in hazardous situation, unaccompanied and separated children / minors or children on move, women and girls at risks and victims of GBV in Kabul and Parwan provinces.

Job Description

 

Designation: CP AOR (Child Protection Area of Responsibility) Officer for Central Region

Direct Reporting Line: UNICEF Child Protection team (CR – CPAOR coordinator) and Aschiana Country Manager (Program & Operations)

Additional Reporting Line: Executive Director, Aschiana

Job Summary:

The sub national Co-coordinator from Aschiana will work closely with UNICEF Child Protection Specialist (Sub national CP AOR coordinator) in Central Region - Afghanistan to ensure functional coordination for child protection program in central region and that the child protection needs of children is prioritized and addressed with appropriate response programming. The overall aim of the co-coordinator’s role will be to strengthen the interagency child protection response through improved coordination, the development of standard tools and guidelines, and capacity building of existing child protection actors.

CP AOR Officer will work under the supervision and guidance of UNICEF central region CPAOR coordinator along with Aschiana’s Country Manager (Program & Operations) and will represent Aschiana as co-coordinator for CR-CPAOR.

 

The CPAOR Officer is required to ensure his/her contribution in the value-based culture including transparency, information sharing, equal participation, open communication, team building, subsidiary, and gender concerns in the project, at the field level especially when working with the primary stakeholders and at the same time at team and organizational level.

Key Responsibilities:

Central Region CP AOR Cluster’s Co-Coordination

  • The CR-CPAOR cluster platform will be led by UNICEF central region child protection officer (CR-CPAOR coordinator), and they will work closely with Aschiana as Co-Lead and the CPAOR officer to implement the CPAOR activities.
  • The CPOAR meetings for CR will be led by UNICEF central region child protection team (CR-CPAOR coordinator), the role of the officer is sending meeting invitations from the CPAOR dedicated email address, prepare the agenda in consultation with UNICEF team, and record the meeting minutes, including facilitating the identification of CPAOR member(s) to implement agreed response actions and follow up on them.
  • Support CPAOR members in achieving the CPAOR objectives by coordinating and following the CPAOR tasks.
  • Timely sharing of the meeting’s minutes and follow up on action points.
  • Ensure timely and regular information-sharing, with CPAOR members and other relevant stakeholders.
  • The CPAOR will be represented by UNICEF in all relevant forums, in case there is need for support, the co-lead/CPAOR officer will be assigned for representation.
  • Considering the guidance from UNICEF CPOAR coordinator, identify existing service gaps and opportunities for programming and funding based on CPAOR members information.
  • Disseminate relevant child protection information, reports, policies, guidelines and best practices to all relevant actors and target groups, under the guidance of UNICEF CPOAR coordinator for CR.

 

Accountability of Affected Population and Grievance Redressals

 

•            Facilitate the accountability and feedback mechanism among the target communities for the Aschiana’s child protection and GBV project interventions.

•            Grievance Handling: Manage internal and external grievances and complaints in a timely and confidential manner.

•            Investigation: Conduct impartial investigations into grievances, involving relevant parties and ensuring a fair and objective process.

•            Resolution: Work to resolve grievances through mediation, negotiation, or other appropriate means while considering the interests of all parties involved.

•            Compliance: Ensure that grievance processes are in compliance with Aschiana and UNICEF policies, legal regulations, and ethical standards.

•            Communication: Maintain open and transparent communication with all stakeholders involved in the grievance process.

•            Documentation: Maintain records of grievance cases, actions taken, and resolutions achieved.

•            Policy Improvement: Provide feedback and recommendations for improving Aschiana’s policies and practices based on the patterns and trends in grievances.

•            Reporting: Generate regular reports on grievance statistics, trends, and the effectiveness of grievance redressal mechanisms.

•            Conflict Prevention: Collaborate with other departments to identify and address issues before they escalate into grievances

 

Coordination

  • Under supervision and guidance of UNICEF CPAOR coordinator for CR, interact with CPAOR members for their active participation in CPAOR meetings and activities.  
  • Coordinate the joint assessments led by CR-CPOAR with the CPAOR members.
  • Participate and actively contribute in CPAOR monthly and other meetings for taking part in consultative process of making necessary adjustments in CPOAR strategies and approaches in central region.

 

Linkages and Networking

  • Under the supervision and guidance of UNICEF CR-CPOAR coordinator make a meaningful effort to initiate network and liaise with other child protection agencies and stakeholders in central region such as local NGOs, and INGOs to take the CPAOR membership and to coordinate for joint assessment, monthly meetings, and submission of reports to CPAOR on time.

 

MIS & Record Keeping

  • In consultation with UNICEF CR-CPAOR coordinator, facilitate, manage, and utilize MIS for CPAOR.
  • Coordinate with CPAOR members for central region to collect data on child protection activities, incidents and interventions.

 

Reporting

  • Collect, compile, and analyze the CPAOR related data and submission of the CPAOR reports and data in related portals after revision and approval of UNICEF CR-CPAOR coordinator.
  • Follow up with CR-CPAOR members to submit their reports in ReportHub and other reporting platforms.
  • Provide information, material, document and prepare reports as per the need and when required by UNICEF and Aschiana.

Team Building

  • Provide support and guidance to the Aschiana’s child protection project team on programmatic and operational issues.
  • Respect and stick to UNICEF and ASCHIANA child protection policies, PSEA policy and protection of project staff as well as CPAOR members staff and beneficiaries from sexual exploitation and abuse. Sign and follow the UNICEF child safeguarding policy and code of conduct, adhere to UNICEF zero tolerance policies for PSEA and Fraud, and report to line manager/UNICEF CR-CPAOR coordinator on any type of breach of the UNICEF and ASCHIANA’s policies.

 

Quality Assurance

  • Under the supervision and guidance of UNICEF coordinator for CR-CPAOR and Aschiana, ensure that participatory approaches engaging children (girls & boys), women and men including PWDs are incorporated into all aspects of child protection and GBV programming of the Aschiana and CPAOR member’at the community level.
  • Ensure quality of Child Protection services (case management, MHPSS, FTR, VT, etc.)
  • Ensure quality of the assessments led by CPAOR as well as the reports and data analysis generated by the CPAOR.
  • Any other duty assigned by UNICEF CPAOR coordinator for CR and by Aschiana.

Job Requirements:

Education level: Master’s Degree with three years’ experience.

Bachelor’s Degree with five years’ experience.

Education Field: Social science, Psychology, Counselling, Social Work, Law, Education, or any other relevant field.

Work experience: Minimum five years’ work experience in child protection, social work, GBV, MHPSS or any other relevant field.

Required language: Fluency in English and local languages is a must.

Additional skills: Strong computer skills, professional report writing, data management and analysis skills are required.
