OHPM selected by the UNICEF and is responsible to delivering the HER (BPHS & EPHS) in Kapisa, Paktika, Helmand & Herat provinces and implementing other vertical projects in Khost, Parwan, Panjshir, Zabul, Nimroz and Kandahar provinces funded by the UNICEF, UNDP, UNFPA, WHO, WFP, OCHA, according to established and agreed targets (for quality and coverage), and thereby contribute to achieving the goals of the Ministry of Public Health which are to: Reduce maternal and newborn mortality, Reduce under 5 mortality, improve child health and nutrition.

Job Descriptions:

  • Management of Nutrition/TSFP programs: Developing concept notes for the new nutrition projects, developing nutrition projects action plans, support field teams in the implementation of nutrition activities, participate in the quality improvement of the programs.
  • Training and capacity building of staff on Nutrition/TSFP: Continuously assessing the knowledge of the project-staff involved in Sehatmandi/HER, the other nutrition program, and organizing training according to the needs and projects training plans.
  • Conduct regular monitoring and supportive supervision from the projects/programs at the field
  • Ensure on time and quality reporting of activities related to the Nutrition/TSFP programs and Sehatmandi projects within the deadline to the stakeholders.
  • Ensure external coordination with nutrition stakeholders, close collaboration with Technical departments of MoPH, Represent OHPM in external meetings (Nutrition Cluster meeting and other task force as assigned by OHPM leadership, participate in the improvement of the Nutrition National Protocol in collaboration with Nutrition Cluster / INGOs / MoPH, participate in any decision taking meeting for Nutrition (CMAM Guide line/IEC tools and policy…etc) held by the nutrition partners, etc.
  • Conduct Assessments of existing Nutrition/TSFP activities; and propose, plan and lead nutrition surveys.
  • To provide reliable, accurate and timely information and reports for planning and facilitate and strengthening of the quality of BPHS/EPHS, MHNT and other vertical projects through implementing of Public Nutrition standard tools in the coverage health facilities and provincial offices.  
  • To timely compile, analyze and interpret Public Nutrition database with M&E/HMIS Manager/DHIS-2 and information received from health facilities and ensure the quality of Public Nutrition data collection in terms of consistency and accuracy and systematic joint supportive monitoring with constructive feedback and follow up action plan from health Provincial and health facilities.
  • To ensure and adherence to establishing well-organized monthly coordination meetings in provincial office nutrition focal points and officers, PPHD and partners and follow up of decision has been made in the monthly meetings.
  • To ensure good communication and coordination among Public Nutrition in the Provincial Offices and HFs and other implementing partners and key stakeholders pertaining implementation and reporting system maintained and strengthened in the BPHS/EPHS health facilities as well as TSFP-fixed and MHNTs.
  • Preparing Weekly, monthly and quarterly action plans and progressive reports according to the BPHS/EPHS/TSFP fixed and MHNTs work plans and ensure the timely implementation.
  • Overall management of SAM, MAM, IYCF, Iron and micronutrient distribution, TSFP, IMAM in the Provincial Offices and HFs as well as ensure the Provincial Offices or staff level of knowledge and identify their needs for training.
  • Maintain effective coordination and communication with shareholders/donors/PPHDs and other developing partners (attending taskforce and coordination meetings).
  • Ensure timely and appropriately reporting by Provincial Offices and HFs and transfer of updated policies and guidelines related to Nutrition at the PO/HFs staff.
  • Provide technical inputs to other BPHS/EPHS components during PO/field monitoring and official assignments that are directly and indirectly related to the health and Nutrition Status of population.
  • Conduct on the job training and coaching for the provincial office staff and health facilities staff during the supervision visits.
  • Conduct refresher and initial training to build the capacity of the Provincial Office officers and if need to staff of health facilities and vaccinators.
  • Following up of monitoring of action plans of external monitors including the PPHD, MoPH and other partners in field of nutrition.
  • Facilitate recruitment of the nutrition staff in health facilities in collaboration with other officers.
  • Improve the links of referral system in the different level of the health facilities (HP, SC, BHC, CHC and Hospital).
  • Monitor the public nutrition services jointly with PPHD and other partners in the health facilities with constructive feedback and follow up action plan.
  • Perform any other tasks as assigned by line supervisor

Job Requirements:

  • Afghan National
  • Graduated from recognized university as a Medical Doctor, preference will be given to the candidates with Master of Public Health (MPH) or post graduated degree in nutrition.
  • At least 5 Years’ managerial work experience in nutrition or in public health management with government or non-government organization, UN Agencies or other development organizations
  • Proven skills in using online and offline databases
  • Ability to work on Microsoft Office, Excel, Word, PowerPoint
  • Excellent written and verbal communication skills in English language and fluent in local languages;
  • Be able to travel to the provinces including Health Facilities
  • Ability to work both independently and as part of a team
  • Ability to create a supportive working relationship with all project teams
  • Ability to work under pressure, flexible and able to multi-task,
