Job Descriptions:

The incumbent supports on all Custom activities:   

  • Manage the status of issued Exemption Certificates (ECs) ensure all customs clearance process to be completed by transporter duly in time before the ECs expiration date.  
  • Communicate with Area Offices (AOs) and transporter accordingly to follow up with the customs clearance process. 
  • Regularly reconcile the balances of each ECs vs available stock in neighboring countries and share the latest report to AOs for the smooth usage of the ECs before getting expired.
  • Regular follow up with AOs for cross-border operation related to ECs balances and its expiration date. 
  • Monitor T1 status in ASYCUDA system and coordinate with Ministry of Foreign Affairs (MoFA) and Customs Revenue Department (CRD) to resolve issues if required.
  • Liaise with Pakistan CO for smooth process of detention verification.  Follow up with AOs in updating the border tracking sheet.  Ensure all the data inserted is accurate and verified with appropriate documents.  Make sure latest data is uploaded in order for Pakistan CO to process the verification of detention invoice. 
  • Enter and release the NVs in ASYCUDA after the EC letters approved by the signatory. 
  • Assist and advise C&F agents for the usage of ASYCUDA GD user and support them for any technical issues as an ASYCUDA specialist and focal point in CO. 
  • Assist Logistics Assistant in updating the online EC tracking sheet on regular basis and keep track of all imports into the country under each EC.
  • Translate external memos/ letters, and verbal communication into English received from MoFA, CRD and other stakeholders when required. 
  • Assist Supply Chain Officer in drafting letters, arranging meeting with Ministries, and other duties if required. 
  • Other duties if required. 

 

INFORMATION MANAGEMENT:


The incumbent will support on all ASYCUDA information management activities:

  • Work closely with C&F Agents and Transporter for resolving the pending T1s on time with in EC validity to have correct data in ASYCUDA system for WFP custom clearance 
  • Assist in developing and maintaining information management tools, such as EC usage reports, dashboards, and monitoring the EC usage reports.
  • Managing the ECUs End User Certificate, review it and making it ready for the signatory to sign for the International Shipment
  • Facilitate sharing of best practices and lessons learned by maintaining a knowledge repository.
  • Collaborate and Coordinate with all AOs the ASYCUDA management and communicate to the C&F and Local agent for any issue to ASCUDA entries.
  • Communicate any issues arises at border custom related to ASYCUDA and initiating border custom clearance.
  • All other tasks as required. 

Job Requirements:

Education

 

  • Completion of secondary school education. 

 

Higher education in lieu of work experience


Relevant, completed university degrees may be considered in lieu of experience with the following conversions: 

  • Completed Master’s degree: Equal to 1 year of work experience.
  • Completed Bachelor’s degree: Equal to 2 year’s work experience.
  • For female applicants, 1 or 2 years’ experience may be granted for partly completed studies prior to 2022. 
     

Minimum Work Experience:

 

  • At least 5 years of relevant work experience in Logistics out of which at least 2 years should be in Customs.

 

Desired Work Experience:

 

  • Experience using corporate systems to monitor ongoing shipments, pipeline information, insurance claims, and food stock.
  • Experience analysing data (on commodities, funds, etc.) and drafting reports.
  • Experience in measuring service providers’ performance against set KPIs.
  • Experience in assisting the preparation of contract documentation.
  • Experience in providing technical business support in corporate systems.

 

Key Skill & Knowledge:

 

  • Proficient in the use of office equipment and computer software packages, such as Microsoft Word, Excel, and Outlook. 
  • Knowledge of work routines and methods in order to complete processes under minimal supervision.
  • Uses tact and courtesy to give and receive information to a wide range of individuals. 
  • Ability to identify data discrepancies and rectify problems requiring attention.
  • Ability to offer guidance or basic on-the-job training to more junior staff.
  • Ability to use ASYCUDA, check EC usage and process applications in it. 

 

Language

 

  • Fluency in both oral and written communication in English. Ability to speak fluently in Pashto and Dari.
