About Handicap International:

HI has been supporting the Afghan people since 1987, starting its operations in Pakistan. Since 1996, HI has been operating across Afghanistan in order to launch victim assistance interventions, working at different levels of the society and adopting a cross-sectoral approach. While present on the ground to directly support victims of the conflict through the provision of a range of services – from physical rehabilitation, to mine risk education and inclusive livelihoods – HI has been continuously advocating to increase the rights of victims and other people with disabilities in the country. In particular, and in line with its global strategy and priorities, HI has been advocating to reduce the use of landmines and conventional weapons. Acknowledging the need to respond to the urgent emergency crises combined with longer term, chronic gaps in the provision of services, HI has steadily expanded its range of activities and services in order to support the most vulnerable people, enhancing their resilience while strengthening participation and inclusion of all individuals.

Job Descriptions:

Mission

Under the management of the Country Logistic Manager and supervision of Area Manager, the Logistic Officer is responsible to implement logistics activities of Kandahar base; in order to support smooth implementation of HI activities, he should apply strictly HI policies/procedures, internal regulations and donors’ requirements based on the adapted logistic procedures its scope of his responsibilities. The Logistic Officer will also supervise the Storekeeper, cleaners, housekeepers, and cooks in Kandahar. 

 

1. Asset, Stock and Storage Management:

  • Establish and supervise the physical management of stocks and storage premises.
  • Implement a robust system for monitoring fixed assets and register new asset and inventory items in the Equipment Monitoring Center (EMC).
  • Conduct regular audits to verify the accuracy and completeness of fixed asset and inventory records.
  • Regularly monitor stock levels, anticipating and addressing any potential shortages or excesses.
  • Track asset and inventory check in/out and reconciliation and document properly based on Policy and procedures  
  • Submit inventory reports to the head office in compliance with established deadlines.
  • Analyze inventory data to identify trends, discrepancies, or areas for improvement.
  • Handle asset physical count on annual basis and based on need request

 

2. Management of Premises Fitting-out, Fleet and Generators Maintenance:

  • Manage the fitting out, upkeep, and maintenance of premises, ensuring a safe and functional working environment.
  • Collaborate with facilities management to address any infrastructure or maintenance issues promptly.
  • Implement measures to enhance security and safety within the premises.
  • Maintain generators’ maintenance and record fuel usages
  • Maintain office vehicles maintenance, log-books and record fuel usages    

 

3. Facilitate Logistical Support for Seminars and Training:

  • Take charge of the logistical organization for project seminars and training sessions.
  • Coordinate venue arrangement, accommodations for participants, and facilitate necessary equipment.
  • Liaise with external vendors, if required, to ensure seamless execution of events.

 

4.  Service, and Logistic Contracts Management:

  • Monitor regularly the logistical contracts for HI Kandahar.
  • Plan the extension, renewal and termination of contracts well in advance.
  • Keep informed the Country Logistic Manager about impending contract expirations and amendments for extensions.
  • When needed, draft new logistical contracts and submit to Country Logistic Manager for review and validation.

 

5. Equipment Installation and Maintenance and IT Help Desk:

  • Ensure the installation, maintenance, monitoring, and traceability of various equipment, including computers, power-supply systems, and communication devices.
  • Implement preventive maintenance schedules to prolong the lifespan of equipment.
  • Share and coordinate related IT problems with IT officer in Kabul and carry out the troubleshooting as per his/her instruction.

 

6. Extend Support to Supply Chain Officer:

  • Collaborate with the Supply Chain Officer to conduct market assessments and vendor evaluations.
  • Assist in negotiation for terms and conditions with suppliers to ensure cost efficiency, effectiveness and quality standards.
  • Actively participate in the evaluation of bids and proposals, ensuring fairness and adherence to procurement guidelines.
  • Support Supply Chair Officer for the preparation of the documentation required for uploading on the Supply-LINK.
  • Coordinate with internal stakeholders to collect accurate specifications for procurement needs.
  • Assist in the development of supply chain strategies to optimize efficiency, effectiveness, quality, time delivery and cost saving.
  • Participate in joint training sessions or workshops with the supply chain team to enhance cross-functional understanding and collaboration.
  • In the absence of Supply Chain Officer, or when there is a high demand for some urgent procurements, he should preform his/her role and responsibilities as well.

 

7. Reporting:

  • Prepare Monthly Logistic Reports and submit to Country Logistic Manager
  • Communicate equipment information to Kabul Logistic Department promptly upon purchase/receipt.
  • Conduct monthly contract follow-ups, sharing the findings with the Country Logistic Manager and Kabul Logistics Department.
  • Oversee the creation and maintaining of a comprehensive document management system for all logistics-related files.
  • Ensure the accuracy and completeness of all documentation, including contracts, invoices, and delivery receipts.

 

Job Requirements:

Knowledge required

  3. Work experience in Logistical position for at least 2 years
