Sustainable Goals Organization of Afghanistan (SGOA) is a non-governmental, non-profit, and non-political organization. Founded with the primary objective of providing quality healthcare, social services, and promoting equal access to development and humanitarian assistance within communities, SGOA is dedicated to delivering exceptional humanitarian services, particularly in challenging and remote areas of the country.

SGOA was officially established on 2020/10/21 and is registered with the Ministry of Economy of the Islamic Republic of Afghanistan. SGOA operates within the framework of the country's constitution and holds the Ministry of Economy registration number 5042. Additionally, SGOA is recognized and registered with various humanitarian clusters, including WASH, Education, ES/NFI, Protection, Nutrition and FSAC Clusters. The organization is a verified partner of UN-OCHA Humanitarian Access Group (HAG). Furthermore, SGOA has the distinct privilege of co-chairing the FSAC cluster in the southern region of Afghanistan, a testament to its dedication to humanitarian work. Job Descriptions:

 

Job Summary

The Human Resources & Admin Officer administers the day-to-day operations of the Human Resources department, to provide clear and organized staff management practices. He/she will be a focal point for all staff on HR issues under the guidance of the Project Manager, providing necessary support to all teams on required HR tasks. SGOA requires a dynamic person, eager to learn and to develop him/herself.

MAIN TASKS/DUTIES:

Support to HR Department

  • Maintains basic general knowledge of HR policies and Afghan employment processes
  • Participates in developing HR team objectives and plans
  • Participates in Team Meetings as required

Staff Administration

  • Ensures the accurate and timely administration of employee files, with archiving as required
  • Scans documents using appropriate scanning equipment and software and verifies scanned documents' accuracy with source documents
  • Prepare national staff contracts, Casual Labor contracts and amendments to contracts
  • Monitors leave balances and sends monthly reminders
  • Administers the monthly attendance sheet
  • Ensures the regular and accurate update of the staff contact list (Excel)
  • Ensures all HR data and personnel files are interred into the HR database (IMP – HR Management) and keep them up to date

Compensation and Benefits

  • Ensures to prepare the monthly staff pay-slips and collect a copy of them duly signed by staff and PM
  • Provides accurate and timely information to the HR Manager for monthly HR Matrix payroll

Recruitment and Onboarding

  • Stores all required documents related to the recruitment process
  • Ensures accurate record-keeping of recruitment vacancies activated.
  • Tracks the recruitment mailbox and provides long list to managers
  • Coordinates required tests and interviews with managers and applicants
  • Follows up with timely reference and background checking keeping managers updated on status
  • Ensures New Starter checklist and Induction Schedule is completed and filed 

Training and Development

  • Assists with administration of Performance Review process by filing completed staff evaluations and reporting to Project Manager with status updates

Exit Processes

  • Ensures effective exit interviews are in place and provide management with analysis and recommendations
  • Performs exit interview with all departing employees
  • Provide feedback to management on potential improvements realized through the exit interview process
  • Provide certificate of end of services for all departing employees

General

  • Any other task required for the smooth running of the HR department
  • Protects the interests of employees and SGOA, in accordance with internal policies and Afghan Labor Law

Archive

  • Organize archival records and develop classification systems to facilitate access to archival materials
  • Provide reference services and assistance for users needing archival materials
  • Prepare archival records, such as document descriptions, to allow easy access to information
  • Authenticate and appraise historical documents and archival materials
  • Create and maintain accessible, retrievable to HRM computer archives and databases
  • Research and record the origins and historical significance of archival materials

Job Requirements:

  1. Bachelor or preferably MA in business administration, HRM or Public administration
  2. At least three years of post-qualification experience working in HR and Administration function preferably with an I/NGO or reputed N/NGO
  3. In-depth knowledge of HR principles, labor laws, and regulations.
  4. Strong understanding of recruitment and selection techniques, performance management, and employee relations.
  5. Must be computer literate with a comprehensive knowledge of MS, Excel & HR Management software.
  6. Ability to work independently on own initiative
  7. Willingness to travel to field sites on a regular basis
  8. Good communication & team building skills
  9. Good written/verbal command over English language
  10. Desirable:    

  11. Knowledge of development and humanitarian issues
  12. Essential:

  13. Strong leadership skills with sensitivity in dealing with government authorities on critical issues
  14. Strong management skills and ability to motivate others and promote financial accountability among staff
  15. Skills in time management and prioritizing
  16. Ability and willingness to work as part of a multi-cultural team
