Job Descriptions:

Task to be Performed

  • In coordination with CHBC department, assessment the progress of implementation of CBHC road map
  • Assess the Community Health Road Map progress and establish a working group for its review of implementation at national and sub-national levels
  • Coordinate the review process, call for meetings of the working group, take minutes and follow-up with execution of the action points
  • Provide periodic report on the progress of the CBHC roadmap review
  • Support community engagement, demand generation, and health promotion activities in close coordination with MoPH (CBHC, Health Promotion), BPHS implementing NGOs,
  • Support coordination of CBHC activities with other directorates and department departments within MoPH and HPD, PHCD, RMNCAHD, PND provincial Health Coordination Directorate and other technical departments and partners
  • Facilitate advocacy orientation workshops and seminars on CBHC as needed
  • Develop managerial capacity building package and conduct training for provincial PHC and CBHC officers
  • In collaboration with the HMIS directorate, ensure that CBHC database is update and provide the necessary reports regarding the CBHC program.
  • Assist and coordinate the implementation of the program with the help of the CBHC central department, provincial directorates and BPHS implementer NGOs.
  • Support the MOPH-CBHC department in the design and conducting of trainings, field monitoring visits, coordinate with other departments acting as focal point for community-based, Nutrition and MCH and health promotion.
  • To conduct regular analysis of CBHC-related data including CAAC data at the national and provincial level and provide required feedback on monthly basis to related stakeholders.
  • To ensure implementation of standard tools for CBHC data collection and reporting systems.
  • To verify CBHC collected data at different levels
  • Conducting capacity-building programs regarding data collection, data analysis, data interpretation, and reporting systems.
  • Provide different information regarding the CBHC program to related stakeholders at central and provincial levels.
  • Participate in CBHC task force meetings.
  • Coordination of activities with related stakeholders at central and provincial levels.
  • Preparing action plans (monthly, quarterly and etc.)
  • Compiling CBHC-level project reports and deliverables in line with MoPH and donor requirements.
  • Strengthen advocacy for policy environment for CBHC monitoring at the national level through conducting Workshops and meetings with the MOPH authority and different technical departments to share the result of project.
  • Any other duties assigned by head of CBHC department

Job Requirements:

Minimum Qualification and Experience:

  • The Consultant is expected to have minimum academic qualifications of a University Bachelor’s degree in Medicine (MD) or public health faculty (master's degree is preferable)
  • Minimum 5 years of experience in planning, managing and monitoring of community-based health activities.
  • Experience in developing community-based guidelines, protocols, and manuals
  • Previous experience working with MoPH or National/International NGOs will be an advantage
  • A good understanding of Afghanistan’s health system, particularly the CBHC system
  • Consultant is expected to (a) have a good knowledge of the working environment in the Afghan administration and the communities; (b) familiarity with the main stakeholders in the Public Health Sector in Afghanistan.
  • Good spoken and written English as well as knowledge of the main local languages of Afghanistan.
