OHPM selected by the UNICEF and is responsible to delivering the HER (BPHS & EPHS) in Kapisa, Paktika, Helmand & Herat provinces and implementing other vertical projects in the provinces funded by the UNICEF, UNDP, UNFPA, WHO, WFP, OCHA, according to established and agreed targets (for quality and coverage), and thereby contribute to achieving the goals of the Ministry of Public Health which are to: Reduce maternal and newborn mortality, Reduce under 5 mortality, improve child health and nutrition.
Background:
Afghanistan is experiencing a persistent high burden of infectious and non-communicable diseases, and ongoing outbreaks of communicable diseases. HIV remains low among the general population, and the response focuses on prevention among key populations such as people who inject drugs. The TB burden in Afghanistan is based on the WHO estimation of 185/100,000 population. Afghanistan is among the highest malaria burden countries in its region. The disease is endemic in large parts of the country, and the malaria program ensures universal access to case management and distribution of mosquito nets in targeted areas. There were multiple malaria outbreaks in 2023, which is a worrisome trend.
This Grant is working towards the Global Fund vision of a world free of the burden of AIDS, tuberculosis and malaria with better, equitable health for all. The malaria activities will focus on optimization of vector control coverage, including distribution of bed nets. There will also be a focus on improving equitableaccess to quality, early diagnosis, and treatment of malaria, through public health facilities, at the community level and in the private sector, as well as strengthening surveillance, monitoring and evaluation to support data collection through routine surveillance system (DHIS2) and vector surveillance. The HIV programming will be implemented with the goal of reaching the 2025 and 2030 HIV targets, with a focus on closing HIV prevention and treatment coverage gaps, and an emphasis on most affected populations. Lastly, to accelerate progress toward the 2030 TB targets and recover ground lost due to COVID-19, Afghanistan will deliver equitable, people-centered, cost-effective TB interventions that address vulnerabilities, barriers, and gaps in access to and quality of services. Identified priorities show that interventions will target the most affected populations, including key/other vulnerable populations (eg PLHIV, prisoners, PUDs, etc), TB patients, people at risk of malaria, people who live in white areas, mobile populations (IDPs, refugees, migrants), etc. It should also be noted that there are plans to scale up several cost-cutting strategies to substantially improve program performance and create cost efficiencies. Attention to effectiveness, efficiency, and value for money has also been weaved into activities and interventions.
