About COAR:
Citizen Organization for Advocacy and Resilience, COAR (formally Coordination of Afghan Relief) CoAR is an Afghan, independent, nonpolitical, non-sectarian, and non-for profit organization established in 1989 and registered formally with the ministry of Economy. COAR actively bridging between donors of humanitarian aid and rural Afghan communities severely affected by almost four decades of wars,
internal conflicts, natural and manmade disasters, and complexities. COAR endeavors to reach the unreached and embark on strengthening local coping mechanisms to enable communities to find durable local solutions to their local problems and encourage self-reliance and sustainability. COAR works with communities to proactively utilize their own scarce and limited resource the most efficient and effective way and discourage a culture of aid dependency, except in times of disasters and extreme poverty. COAR has maintained the access of beneficiaries to basic services with strict observation of humanitarian principles of Independence, Neutrality and Impartiality in practice.

COAR has a zero tolerance towards child exploitation and abuse. All concerns, suspicions or incidents of actual or a risk of harm will be treated seriously. The prevention of harm to children is prioritised through careful assessment and mitigation risks across the organisation, programs and activities. COAR is committed to providing a safe environment for all children and young people at all times.

PSEA-Zero Tolerance :
COAR observe a culture of ZERO Tolerance for any form of ethical misconduct including sexual exploitation and abuse and sexual harassment. It applies that all and any case of SEA will be responded strictly and all disciplinary actions will be taken irrespective of the position of the person involved. The person involved will undergo through a detail investigation and will face strict disciplinary sanctions, which may also include termination from the employment, if found guilty.
COAR see SEA as a violation of basic human right. SEA is an act of ethical misconduct and can take form of criminal activity. COAR is committed to design and apply an effective system and controls to ensure that any act of SEA is not occurring by any mean in its working place by anyone, whether by its employee or by persons connected with COAR otherwise.
