The quality improvement (HQIP/IP) officer is responsible to make sure that the Harmonized Quality Improvement Package (HQIP) and Continuous Quality Improvement (CQI) as principal quality improvement tools are adopted and applied within the Jawzjan BPHS (HER) project. He/She will ensure implementation of HQIP in the HFs where already started and will gradually include new HFs in Jawzjan province.

 Responsibilities:

A-General Responsibilities

• Act according to the policy of SAF
• Keep confidential with issues related to SAF
• Develop Spirit of co-operation and understanding among members of the  team
• Work with co-operative attitude and keep a high standard of quality

B-Specific responsibilities

• Provide the HQIP checklists separately for each types of HFs.
• Functionalize HQIP commettes at provincial and HFs level.
• Conducts baseline assessment to determine the needs of HFs for practicing the HQIP standards.
• Develop follow up action plan for addressing gaps towards implementation of HQIP and IP.
• Continuously monitors/supervises HFs and HFs and measures performnaces of the service delivery points VS the target indicators.
• Tracks the progress towards the follow up action plan in each HF.
• Trains the HFs staff on HQIP/IP standards.
• Coordinates closely and effectively coordinate with PPHD and other relevant stakeholders for ensuring the quality of health services through implementation of HQIP and IP in HFs.
• Conducting midline and end line HQIP assessment in the targated HFs.
• Promotes use of the Standard Treatment Guideline (STG) for Primary Health Care in the HFs;
• Continously works to promote trust, respect the values of patients at the HFs level.
• Continuously supports the HFs’ staff to improve their decision making skills.
• Continouously works to improve the referral system;
• Supports the technical project team to improve the quality of data collection, reporting and using.
• Ensures uninterrupted supply of medical and non-medical items to all HFs and HPs.
• Prepares and submits monthly activity and progress reports to line manger
• Accomplishes other duties requested by line manager.

• Qualifications:
  Holding MD degree from a well-known medical university
• To have at least three years of working experience in impelmentatio of HQIP/IP standards in BPHS/EPHS HFs.
• To have basic knowledge of computer and English language
• To have strong inter personal communication skill
