The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegations and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

IFRC has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the Red Cross and Red Crescent Movement, including sexual exploitation and abuse, sexual harassment and other forms of harassment, abuse of authority, discrimination, and lack of integrity (including but not limited to financial misconduct). IFRC also adheres to strict child safeguarding principles.

Job Descriptions:

Procurement Management:

  • Oversee and coordinate country-level procurement activities, ensuring compliance with IFRC regulations and industry best practices to facilitate high-quality, efficient, and cost-effective procurement processes.
  • Drive continuous improvement and knowledge sharing within the Supply Chain Management (SCM) team to enhance procurement services.
  • Mobilize IFRC resources for emergency operations and long-term programs, ensuring efficient planning and implementation of procurement activities.
  • Maintain comprehensive data on procured goods and services, facilitating supplier consolidation for optimal benefits.

Logistics Management:

  • Coordinate logistics support for IFRC-supported programs in alignment with IFRC standards, practices, and procedures, fostering collaboration with counterparts in the Afghanistan Red Crescent Society (ARCS).
  • Assess and adjust logistics arrangements to improve efficiency and effectiveness, developing strategies in partnership with ARCS and National Society counterparts.
  • Identify and address logistics bottlenecks, ensuring functional logistics management and implementing IFRC standard policies and practices.
  • Collaborate with technical leads to identify logistics needs, develop realistic plans and budgets, and ensure timely support within the logistics area.

Warehousing, Transportation, and Fleet Management:

  • Manage processes related to goods reception, transportation, and fleet maintenance, ensuring timely and efficient delivery for programs and operations.
  • Plan and coordinate transportation needs, maintain vehicle fleet, and supervise vehicle import/export activities in coordination with relevant stakeholders.
  • Oversee customs clearance and warehouse operations, ensuring proper stock rotation, storage, and maintenance to preserve quality.
  • Maintain accurate stock control and records, providing regular stock reports to stakeholders.

Coordination and Networking:

  • Cultivate collaboration with Red Cross Red Crescent partners, engaging in joint initiatives and representing the IFRC in relevant forums and working groups.
  • Build alliances with stakeholders engaged in SCM to stay informed about local market conditions and regulatory frameworks.

People Management:

  • Supervise IFRC SCM personnel, ensuring defined priority plans and capacity to deliver goods and services efficiently.
  • Promote a culture of continuous learning, accountability, and performance excellence within the SCM team.

Effective Matrix Management:

  • Engage with Manager, Procurement Unit Asia Pacific to align SCM activities with global/regional priorities.
  • Provide interim support to other RCRC partners as may be requested.

 

Job Requirements:

Required:

  • Master’s Degree in Procurement, Logistics & Supply Chain, Administration, Engineering, Development Studies, Business from a recognised institution of higher learning, in Afghanistan and or Region.
  • Bachelor’s Degree in Procurement, Logistics & Supply Chain, Administration, Engineering, Development Studies, Business from a recognised institution of higher learning, in Afghanistan and or Region.
  • A minimum of 7 Years’ experience in Procurement, logistics, warehousing, transportation, customs clearance, and Fleet Management
  • Experience of working with INGOs, the RCRC Movement and/or the UN
  • A good understanding of Afghanistan Country Context
  • Experience of Staff Supervision and Management, coaching and mentoring
  • Project management, communications, and networking skills
  • Report writing skills – written English, Pashto, and Dari
  • Ability to work with tight deadlines and handle multiple tasks
  • Good judgment and the ability to work with complete integrity and confidentiality
  • Demonstrated ability to find solutions to challenges, innovative, continuous learner, able to share knowledge and new approaches in Procurement.
  • Considerable degree of discretion, tact, and sensitivity in dealing with internal and external clients and stakeholders at all levels.
  • Ability to work with multi-cultural, multilingual, multidisciplinary work colleagues and staff.
  • Proficiency in computer Operations (use of Microsoft Office applications, MS Teams). Additional experience and proficiency working with ERP Systems.
  • Proficiency in collaboration and cooperation approaches within teams
  • Fluent in English, Pashto, and Dari

Preferred:

  • Higher Diploma in Technical Areas as Engineering, Architecture, Business, Procurement, Logistics & Supply Chain Management from a recognised institution of higher learning.
  • Proven experience in Project, financial and budget management
