WVA targets the most vulnerable in its interventions; including children, women, Internally Displace Persons (IDPs), and returnee refugees, as well as the most impoverished and marginalized families. These priorities have been chosen to contribute to our Goal of: “Improved survival and well-being of Afghan girls and boys, building the foundations for a better future for Afghan children and their communities.” 

Our work is well established in Herat, Badghis, Ghor, and Faryab provinces in the western region of Afghanistan. We work closely with all levels of society including children, parents, teachers, village councils, religious leaders, ministries, provincial departments, and other national and international agencies.

Job Descriptions:

Job Purpose

This position will ensure that the Public Health components of WASH activities are standardised and implemented systematically in accordance with the community needs and standard WASH Models and approaches. Technical oversight of the Hygiene promotion, behaviour change communication, sanitation public health education within the all programs.  The Hygiene promotion supervisor will be primarily responsible for needs assessments, adapting and contextualising content and materials, conducting training of trainers (TOT) for hygiene promotion. Including providing technical support and monitoring in all target location where project interventions will be implemented. In addition, he/she will ensure promoting safe WASH practices, including appropriate use and maintenance of WASH facilities and services; ensuring appropriate community involvement in the design and delivery of essential WASH services and facilities; ensuring effective coordination and integration of Hygiene Promotion activities with the delivery of water and sanitation services and facilities.

Major Responsibilities

  • In consultation with the Zonal WASH Advisors S/he will coordinate with WASH Site Engineers and WASH Facilitators on respective project needs and required training,
  • Consultation with local authorities and beneficiaries (particularly women, children and people with disabilities), to ensure that all training content and materials are appropriate for the target communities.
  • Adapt and develop training materials, Design appropriate training materials for use in local community development work and informal educational activities
  • Selection of training topics in conjunction with the WASH Advisors and coordinators, and ensure consistency of messages across the different projects and sectors.
  • Identify or develop culturally acceptable information education and communication (IEC) materials related to health education and hygiene promotion
  • In collaboration with other members of the WASH team, design and manage assessments and baseline studies to identify WASH-related health risks and priorities
  • Identify critical barriers to good hygiene practices within the community and design the response strategy and messages to fit the context.

  • Provide Technical support for WASH Facilitators and hygiene promotion officers, and to organize and conduct health and hygiene topics training for those WASH facilitators and hygiene promotion officers,
  • Ensure baseline indicators for critical WASH component (Average lpd, Sanitation coverage, HW coverage and behavioural change are determined at the beginning of each project implementation.
  • Ensure that the field staff are familiar with participatory teaching methods
  • TOT Training of the project staff, WASH Facilitators, and hygiene promoters and mobilizers on key approaches including WASH UP! PHAST,
  • Conduct TOTs for the CLTS program with project staff
  • Provide technical support and monitor the cascade trainings that are conducted by staff in the field, ensuring that implementation is as planned and according to developed technical standards
  • Maintain training records including consolidation of field records.
  • Provide support for field assessments and evaluation

  • Representation, stakeholder engagement, linkages and collaboration
  • Represent the organization externally at Hygiene promotion, MHM and GBV working group
  • Develop and maintain good relationships and lines of communication with relevant local authorities and communities,
  • Co-ordinate activities with health actors and with other agencies in target locations

 

5% Other

  • Adhere to WV Child and Adult Safeguarding policy and standards.
  • Adhere to WV accountability standards.
  • To be aware and prepared to implement WV Afghanistan Humanitarian and Emergency Affairs plan under the context of (Herat) interventions.

Knowledge/Qualification for This Role

Required Professional Experience

  1. Three years’ work experience in hygiene promotion activities and community mobilization in WASH projects.
  2. Proven experience on key participatory approaches, CLTS, PHAST, Behaviour change communication

Required Education, training, license, registration, and certification

  1. Bachelor Degree in any field of studying.

 

Preferred Knowledge and Qualifications

  • Previous Work experience in WASH project is highly preferred.
  • Ability to engage and mobilise different community groups and leaders is a necessity.
  • Knowledge of important hygiene behaviours
  • Must have good attention to detail, all work must be checked.
  • Willingness to travel throughout the project area required, with familiarity with the project area preferred.

Travel and/or Work Environment Requirement

 

Will be based in Herat, will travel to both Heart and Badghis districts to project covered location as need

Physical Requirements

To be able to travel to the remote districts and areas of Herat and Badghis provinces.

Language Requirements

  1. Fluency in English, Dari and/or Pashto, both written and spoken
