The Afghanistan Revenue Department (ARD) depends from the Ministry of Finance (MoF) with a total of 752 MoF HQ employees. ARD administers and collects the tax and non-tax revenue for the GoA in accordance with the Income Tax Law 2009 and the Tax Administration law 2015. ARD’s responsibilities are divided across 3 Deputy Director General, 9 Directorates and 67 Sub Directorates geographically dispersed in Kabul.
In recent years, ARD has made important progress in increasing taxpayers’ compliance and tax revenue collection with the support of the donor community. These efforts include a wide range of reforms and structural changes within the ARD, particularly joining the different groups by the name of Large, Medium and small to one Taxpayer’s Services Directorate and centralization of the services to all taxpayers and the extension of these offices to some selected provinces.
ARD is currently using Standard Integrated Government Tax Administration System (SIGTAS) as the core system for the tax administration, Taxpayer activity information system (TAIS) for all types of rental and commercial contracts management from all public and private organizations, Revenue information management system (RMIS) for revenue forecasting, targets setting for provinces and monitoring collection both types of tax and non-tax revenues.
The ARD needs technical support in the implementation of the strategic plan for the modernization of the tax system in technology and functionalities by aiding in understanding the current data model as well as the development of a sustainable model for the modernization of the system based on open source technologies as per the Digital Foundation Strategy for Afghanistan. The senior software developer will collect enough notes about the requirements to start the process of building a set of business workflows and technical specifications.
As a Senior Full Stack Web Developer (ASP.NET Core) at the Ministry of Finance, you will be responsible for designing, developing, and maintaining complex web applications.
