About the Project

REHA is implementing the “Engagement and Collaboration for Climate Action (ECCA)” project, which for two years. The overall goal of the project is to enhance engagement, collaboration and capacities among key stakeholders involved in climate change action in Afghanistan.

The project adopts a comprehensive geographic coverage approach, encompassing both national-level interventions and activities targeting specific regions and provinces in Afghanistan. At the national level it will be focusing on technical support and development, capacity building and knowledge-sharing to address issues at a broader scale. While at the provincial level it will be focusing on activities such as community resilience building, assessments, development of provincial adaptation plans and other localized initiatives to address community-level vulnerabilities and risks. 

Therefore, REHA recruits a qualified admin/finance officer to take the responsibility for project related administrative and financial activities within a qualified team of the organization.

Job Descriptions:

This individual works under the leadership of the administrative manager, and his/her specific tasks, duties and responsibilities are as follows.

Financial Management:

  • Manage the day-to-day financial operations of REHA, including processing payments and invoices, managing bank accounts, and reconciling accounts.
  • Maintain accurate financial records and prepare comprehensive financial reports for management, donors, and other stakeholders.
  • Prepare annual budgets and financial plans, and closely monitor actual performance against budget.
  • Ensure compliance with REHA's financial policies and procedures, as well as the requirements of donors and grantors.
  • Implement effective and timely internal and external auditing processes.
  • Make primary, daily entries to Quick Books (or other data entry system) including all vouchers and cash receipts;
  • Work closely with program staff to meet financial reporting requirements for all grants and contracts.
  • Manage the procurement payment process, ensuring purchases are made in accordance with policies and represent good value.
  • Manage the payroll process, including calculating salaries and benefits, processing tax withholdings, and maintaining compliance with labor laws.
  • Manage the organization's cash flow to ensure sufficient funds are available to meet obligations.
  • Prepare Operating Advance Request monthly or as needed;
  • Verify activities proposals, competitive review summaries, and project office budgets and reports;
  • Monitor departmental budget and funds for ongoing and new Finance projects

Administrative Management:

  • Managing the organization's office operations, including office facilities, equipment, and supplies.
  • Develop and implement administrative policies and procedures to streamline operations.
  • Provide support to the Administrative Manager and other team members as needed.
  • Collaborate with the IT team to ensure the smooth functioning of technology systems.
  • Maintain and organize the organization's filing system and document management.
  • Ensure effective record-keeping and data management systems.
  • Coordinate administrative support for program activities and events.
  • Manage vendor relationships and contracts.
  • Ensure the correct storage of information, including an appropriate cross-reference system and easy access and retrieval.

HR Management:

  • Manage the recruitment and selection process, including job postings, screening applications, scheduling interviews, and making hiring recommendations.
  • Conduct new employee orientations and ensure proper onboarding of new hires.
  • Manage employee records and documentation, including personnel files, leave and attendance tracking, and maintaining confidentiality.
  • Coordinate employee benefits administration, such as healthcare, retirement plans, and leave management.
  • Advise management on HR-related matters, including employee relations, conflict resolution, and disciplinary actions.
  • Ensure compliance with all applicable labor laws, regulations, and organization policies.
  • Serve as a liaison between management and employees to foster positive employee relations.
  • Develop and maintain HR-related reports and metrics to track key performance indicators.
  • Provide HR support and guidance to regional/field offices as needed.

Job Requirements:

  • Master’s/bachelor’s degree in public administration, economics and management or related fields.
  • Minimum 3-5 years of experience with national and international organizations in Administrative and Financial management and reporting.
  • Strong English, Pashto and Dari, both written and spoken skills.
  • Effective coordination and communication skills
  • Strong report writing and translation skills in English, Pashto and Dari.
  • Proactive and independent approach to work under pressure, ability to maintain positive working relationships and willingness to undertake additional responsibilities.
