Job Description

Job Location:

  1. Central Region covers: Kabul, Wardak, Parwan, Kapisa and Panjsher provinces
  2. Central highlands Region covers: Bamyan and Daikundi provinces
  3. East Region covers: Nangarhar, Kunar, Nuristan and Laghman provinces
  4. North East Region covers: Kunduz, Takhar, Badakhshan and Baghlan provinces
  5. North Region covers: Samangan, Balkh (Mazar-e-Sharif), Jawzjan, Sar-e-Pul and Faryab provinces
  6. West Region covers: Herat, Badghis, Farah and Ghor provinces
  7. South Region covers: Kandahar, Nimroz, Uruzgan, Zabul and Hilmand provinces

Job Duties and Responsibilities

  • Design and implement monitoring plans for emergency and resilience interventions, ensuring that all activities comply with project standards and guidelines.
  • Supervise the design and construction of water and irrigation infrastructure, ensuring adherence to technical specifications and environmental safeguards.
  • Conduct regular field visits to monitor the progress of project activities, ensuring quality control, timely completion, and compliance with safety regulations.
  • Provide technical guidance and mentoring to field staff and local stakeholders on best practices in water resource management and resilience interventions.
  • Develop and submit detailed monitoring and supervision reports, documenting the progress, challenges, and recommendations for improving project outcomes.
  • Collaborate with local communities and authorities to ensure that the design and implementation of interventions are contextually appropriate and aligned with community needs.
  • Ensure that all project interventions adhere to gender and social inclusion principles, with a particular focus on the involvement of marginalized groups in decision-making processes.
  • Participate in capacity-building activities for field staff to improve their understanding of monitoring and evaluation practices and resilience-building strategies.
  • Identify and mitigate potential environmental and social risks associated with project activities, ensuring compliance with donor and national regulations.

  • Any other duties as assigned by the supervisor to support project implementation, monitoring, and supervision activities.

Job Requirements

 

  • Bachelor’s degree in Engineering/Water Resource Management or a closely related field.
  • Minimum 3 years of experience in the monitoring and evaluation of emergency and resilience interventions, preferably in rural or conflict-affected settings.
  • Strong technical knowledge of water resource management, irrigation systems, and emergency resilience infrastructure.
  • Excellent verbal and written communication skills in English and local languages.
  • Ability to work effectively in culturally diverse and remote environments, with strong cross-cultural communication and sensitivity.
  • Proven ability to mentor field staff and provide technical support in the design and supervision of water-related projects.
  • Strong analytical and problem-solving skills, with a focus on project quality assurance and risk mitigation.
  • Ability to work independently and as part of a team under challenging conditions.
