Introduction:

Afghanischer Frauenverein e.V.: AFV is a non-profit, non-governmental and non-political humanitarian aid organization registered with the Ministry of Economy in Afghanistan and has been working in the field of Education, Health, WASH, Vocational skills development, and humanitarian emergency response in Afghanistan since 1992. With a Country Office in Kabul and over 200 local staff members countrywide, AFV is implementing sustainable relief programs that are mainly in the rural areas, focusing on supporting children and their families in extreme poverty. Today AFV is engaged in over 21 relief programs serving over 200,000 people per year all over the country. The organization provides technical and financial support to five schools in Kabul, Kunduz and Ghazni provinces; runs vocational training courses for people with disability in Kabul and Ghazni; provides safe drinking water for poor communities in remotest parts of some provinces; supports seven Basic Health Clinics (BHCs) in Kabul Province; and delivers humanitarian assistance particularly in partnership with other local partners.

Field Supervisor

Shelter Response Project in Herat

About the position:

The Shelter Supervisor will work under the direct supervision of the Shelter Engineer and Project Officer.

will supervise all T-shelter-related day to day activities on site, including the following:

Key Duties and Responsibilities

  • Prepare, follow, and monitor the work plan for T-shelters on site, ensuring quality control at each stage of the construction progress.
  • Participate in the preparation of the beneficiary list for latrine construction, ensuring adherence to the selection criteria and transparency, while maintaining the quality of construction based on cluster drawings.
  • Organize, mentor, and develop the capacity of the Shelter Implementation Team on-site and counterparts, while ensuring the capacity development of shelter beneficiaries.
  • Prepare all required reports (daily, weekly, monthly, mid-term, and completion).
  • Closely monitor the distribution of materials to nominated beneficiaries.
  • Provide technical advice to Supplier and beneficiaries during the construction of their latrines, based on WASH cluster designs.
  • Technical guidance on using construction materials to contractors, including drawings, BoQs, and technical specifications.
  • Organize all shelter-related activities on-site, day to day follow up of progress in project implementation.
  • Liaise and coordinate with relevant stakeholders (e.g., municipality representatives, ANDMA-Herat, DoE representatives, CDCs, Olema Council, and local communities) to ensure their full support and participation in shelter-related activities.
  • Supervise the timely delivery of shelter materials and the completion of quality shelter construction. This includes, Participation in materials quality checks, materials storage, and stock management, Cash Plan distribution for latrine construction, Contractor Team mobilization, supervision, and monitoring of overall T-shelter construction activities on-site
  • Prepare and submit reports (daily, weekly, monthly, mid-term, and completion) as required.
  • Ensure adherence to AFV operational policies, procedures, and standards of conduct.
  • Collaborate closely with the management and technical teams for the implementation of shelter project activities.
  • Provide adequate and timely assistance as directed by management, adjusting to emerging needs and program priorities.
  • Perform any other tasks assigned by the line manager(s).

Job Requirements

  • Bachelor's degree in Civil Engineering or a related field from an accredited academic institution, with at least 2 years of relevant professional experience working in NGOs/INGOs, specifically in shelter construction/ team work for construction projects.
  • Ability to organize and supervise all shelter-related activities on-site, with strong relationships with district communities and other related shelter departments.
  • Knowledge and experience in emergency humanitarian response, particularly community-based shelter construction, and working closely with local communities.
  • Demonstrated skills in administration, quality control, monitoring, and site inspection of shelter construction materials.
  • Ability to work long hours in the field under challenging conditions.
