Job Descriptions:

CHILD SAFEGUARDING: 

Level 3: The post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

The WASH and Construction Assistant will daily follow on the implementation of WASH and construction activities ensuring IPC SOPS are adhered to and SHF and IMHNTs team are supplied with necessary IPC materials and equipment. He/she will also provide technical support in the implementation of WASH hardware activities and supervise construction activities including establishment/setting up WASH and static healthcare facilities, provision of communal and community water resource infrastructure, prioritise nature-based solutions to protect and restore water-related ecosystems, contributing to sustainable livelihoods, distribution of gravity fed water filter system and ensuring that works are of high quality and as per laid down international standards.

SCOPE OF ROLE:

Reports to: WASH Officer and Construction Engineer

Staff reporting to this post: Hygiene Promotors

KEY AREAS OF ACCOUNTABILITY:

Need Assessment:

  • Conduct technical assessments of water, sanitation and construction needed facilities to be rehabilitated and / or build in the targeted locations, visits the construction facilities and sites.
  • Be responsible for technical part of need assessments of WASH infrastructural facilities to be rehabilitated and / or build in the project.

 

Construction

  • Oversee the construction, rehabilitation, maintenance, and repair works at health facilities.
  • Supervise contractors selected to undertake construction, maintenance and rehabilitation works.
  • Work closely with contractors to oversee construction/rehabilitation work, ensuring each construction/rehabilitation stage is agreed with health and WASH team, monitored, completed, and recorded within agreed timeframe.
  • Carry out daily visits to the construction sites and monitor the quality of the work produced by the contractors.
  • Assist in the development of structural designs of construction work and developing bill of quantities for tendering
  • Ensure that the quality and quantity of construction materials obtained is as per set standards.
  • Collecting qualitative and numerical data from sites regarding the construction work and provide the data in timely manner to all concerned.
  • Assist in management of relationship between Save the Children and its partners including the contractors.
  • Ensure that all activities are carried out without putting children at risk of abuse, harm or exploitation.
  • Report any health and safety incidents/accidents on site.
  • Provide suggestions on how best to remedy issues and mitigate further risks.

 

WASH

  • Ensure the static health facilities and IMHNTs has access to adequate water supply for all purposes.
  • Ensure hand washing facilities are in place and effectively utilized.
  • Ensure universal standard precautions including other hygiene measures are constantly implemented in the SHF and IMHNTs.
  • Ensure the SHF and IMHNTs are provided with IPC material and that staff are properly handling and disposing medical waste.
  • Health/hygiene education messages produced, disseminated and delivered regularly in the SHF and IMHNTs.
  • Ensure that all protocols and IEC materials related to WASH and IPC are available at the SHF and IMHNTs.
  • Provide on job supportive supervision and training for all staffs of SHF and IMHNTs on WASH protocols.
  • Ensure IPC standards are in place and each staff respect and adhere to it.
  • Ensure all data from the field are provided on weekly and on monthly basis.
  • Identification of beneficiaries for hygiene kit distribution.
  • Undertake any other task assigned by the supervisor.

Job Requirements:

QUALIFICATIONS 

Bachelor/graduate degree in civil engineering, environmental or public health engineering or equivalent. Experience: Professional experience of minimum 3 years in the field of construction, including 1 year in WASH sector.

EXPERIENCE AND SKILLS

Essential:

  • Good knowledge of water, sanitation, and hygiene.
  • Practical knowledge in terms of masonry, plumbing, carpentry, and pumping system.
  •  Knowledge of using Auto cad and Archie cad.
  •  Knowledge of preparation of estimates/BoQ.
  •  Planning and organization skills.
  •  Ability to listen and adapt.
  •  Good people skills.
  •  Good in speaking English.
  •  Perfect knowledge of local languages
  •  Community mobilization skills.
  •  Computer literate, knowledge of Excel, Word, and Power Point.

Desirable:

  • Experience in NGO sector.
  • Good knowledge of supervision techniques.
  • Fluent oral and written English, Dari and Pashto languages are desirable.
  • Familiarity with context and districts of Wardak province.
  • The role will work in Wardak province and hence candidate with familiarity of the context and the districts in Waradk will be prioritized.
