Job Descriptions:

  • Budgetary and financial management

  • Assist in the budget review and update process.
  • Support the development of new budgets in consultation with field and SMT teams.
  • Assist in updating and analyzing budget follow-ups of the mission.
  • Support the preparation of financial reports according to the contractual deadlines.
  • Participate in the financial audits of the mission and lead the process of the transmission of documents and required information for auditors.
  • Know and master donor’s contracts rules and procedures to ensure the correct allocation and respect of HARO commitments towards its financial partners.
  • Support partners in the development and monitoring of new projects budget implemented in collaboration.
  • Contribute to any financial analysis or follow up of specific activities.
  • Ensure the respect and correct implementation of HARO procedures.
  •  

    Accounting management and monitoring

  • Monitor the monthly entry of bank and cash journals.
  • Do the correct accounting and budgetary allocation of journal entries.
  • Guarantee the quality and admissibility of the office’s accounting documents.
  • Monitor regular bank reconciliations and cash reconciliations.
  • Assist in the preparation of the cash flow forecasts
  • Ensure suppliers’ invoices follow-up and payment.
  • Lead the process of withholding tax payment and report, including the monthly and annual report.
  • Ensure the physical and digital archiving of the accounting records following HARO’s accounting management guidelines.
  • Contributes to the good cash management of the mission: relation with bank office, cash withdrawal, active role in the payment process, safe and cash box management.

 

  • Human resources and administrative management
  • Support the recruitment process (job description and announce, shortlisting and interviews), validate the employment contracts of local staff and organize together with the integration of new employees.
  • Contribute to and validate together with the Admin/HR/Finance Manager recruitment requests, contractual changes, disciplinary sanctions and termination decisions.
  • Follow-up the individual personnel files (for national and international staff) up to date according to the legislation in force in the country and ensure national staff work permit is obtained.
  • Support the development and application of the reference documents: internal regulations, staff statutes, contract models, pay slips, and employer’s register.
  • Ensure the implementation of appropriate working conditions and respect for health and safety rules.
  • Support the annual appraisal process of all staff.
  • Identify training needs together with the Admin/Fin/HR Manager, follow its implementation and monitor the training plan.
  • Prepare the monthly payroll operations of local staff.
  • Ensure that monthly timesheet for the team are circulated and monitor staff absences and leaves, ensuring that the soft record is updated and valid.
  • Responsible in staff tax payment and report, this includes ensuring that proper calculation and deduction is made on time.
  • Monitor and alert on any external regulation changes (labour law, fiscal monitoring…) that may affect the activities or the status of HARO in Afghanistan.
  • Procurement & Logistics

  • Confirm warehouse procedures are followed as described in the Warehouse Policy and Procedures Guidelines,
  • Supervise the fleet management team and ensure systems to track maintenance, fuel usage and vehicle scheduling.
  • Liaise with finance to ensure compliance and payment schedules; maintain service
  • Maintain inventory records of materials and materials flaw; oversee tracking of all assets.
  • Support Procurement regarding Procurement process, coordination with Service providers, Market assessments, securing Quotations in
  • Assist in developing and Review of the Monthly, Quarterly and Six months forecast for Operations.

Job Requirements:

  • A university degree in finance, business administration or a related field is required.
  • Strong analytical skills and ability to develop comprehensive and inclusive finance strategies and tools
  • Excellent knowledge of project cycle management and programming
  • Good reporting skills, with proven ability to write financial reports
  • Good interpersonal, communication and negotiation skills
  • Keen work ethic, thoroughness and working accurately
  • Languages: Dari, Pashto, English.
  • Proficiency in Microsoft Office Package, especially Excel
