Purpose of the Post:
Afghanistan has experienced outbreaks of ARI, COVID-19, measles, Cholera, Dengue, and other epidemic prone diseases in the past year. These outbreaks are attributed to a weakening health system due to protracted conflict, poverty, and returnees from neighboring countries. As there are many opportunities for communicable disease like Influenza, COVID-19, measles, Dengue, CCHF, etc. to strike and cause epidemics of disease spreading across the country, the National Diseases Surveillance and Response (NDSR) System within Monitoring & Evaluation and Health Information System General Directorate (M&E-HIS GD) needs to rapidly detect the outbreak at the early stage in coordination with disease control department and other stakeholders, apply/advise timely public health interventions to stop disease transmission and reduce morbidity and mortality that could result from the spread of the epidemic.

The mission of WHO's Health Emergencies Programme (The Programme) is to help countries, and to coordinate international action, top event, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.
Organizational context (Describe the individual role of incumbent within the team, focusing on the intricacy and difficulty of working environment):
Influenza surveillance is conducted by the General Directorate of ME-HIS at the Ministry of Public Health, and is an integral part of the National Disease Surveillance and Response (NDSR) System. In Afghanistan, the Influenza surveillance is financially and technically supported by WHO.
The candidate will be part of NDSR team to provide supportive services in Influenza surveillance systems at National Diseases Surveillance & Response (NDSR) Department of GD of ME-HIS-MoPH-Afghanistan

Essential: MD from a recognized medical university
Desirable: Training in epidemiology will be an asset.
Essential:
At least five years of work experience in disease surveillance, reporting and data management
Desirable: Relevant experience in the UN system.
Languages
IT Skills
Proficiency in the use of Microsoft applications (Excel, Word, power point, etc)
Knowledge of using online data capturing platforms such as DHIS2, HMIS and EMFLU.
