About UNODC Office, Kabul:

Forty years of war, recurrent natural disasters, chronic poverty, and drought have left million people in Afghanistan in need of humanitarian assistance. With large scale illicit drug production posing a significant threat both domestically and abroad, the country is also facing a significant drug use problem as one in three households have been affected by drug use. This is a serious challenge in a country with limited drug treatment options.

Sub-programme 3 of UNODC Country Programme for Afghanistan aims at addressing drug use, drug use disorders and related HIV/AIDS and other co-morbidities as part of the humanitarian response in Afghanistan, with a special focus on vulnerable groups such as children, adolescents, females with drug use and populations in closed settings.

Sub-programme 3 has been supporting Afghanistan to strengthen drug prevention, treatment and rehabilitation, and harm reduction programs based on scientific evidence, human rights and gender consideration by developing: 1) comprehensive and effective drug policy and system; 2) coordination among stakeholders; 3) technical tools (e.g. national guidance, clinical protocols, psychosocial protocols); 4) capacity building of national policy makers, public health officials, health and drug treatment professionals, social care and education providers, as well as criminal justice and law enforcement officers.

Capacity building of national drug treatment professionals, health practitioners, aid-workers, community members, social care and education providers, relevant UN agency staff and other partners, is one of UNODC core strategies and interventions to strengthen and scale up drug use prevention, treatment and care, rehabilitation and recovery support, and harm reduction programs based on scientific evidence, human rights and gender consideration for those in needs in Afghanistan.

Job Descriptions:

Under the overall guidance of the Representative of the UNODC Country Office for Afghanistan (COAFG), and direct supervision of Programme Coordinator for Drug Demand Reduction and HIV Prevention, COAFG and additional technical guidance from the team of Prevention, Treatment and Rehabilitation Section (PTRS), the National Training and Project Officer will work on provision of tailored technical assistance and capacity building on drug use prevention, treatment and care to relevant partners and institutions, assist overall coordination of health and drug demand reduction programmes of the UNODC, and support other relevant tasks in promotion of evidence and human-rights-based approaches.

  • Conduct situational and needs assessment including capacity building needs for planning;
  • Develop, adjust, and update contents of training materials on drug use prevention, treatment and care, recovery topics and other relevant matters (i.e. epidemiology);
  • Ensure training material translation (English/Pashto/Dari);
  • Ensure, with the support of national programme associates, proper implementation of all the organizational aspects of any policy dialogues, technical workshops, and trainings including but not be limited to scheduling, preparing materials, coordinating participants and overseeing logistics for technical presenters;
  • Implement, jointly with National Project Coordinators, regional and national trainings, relevant seminars and workshops;
  • Develop detailed implementation plans for training courses, seminars, workshops, and meetings in a tailored manner;
  • Support efforts to identify national trainers and implementation partners and support the solicitation of their support for implementation of project training activities;
  • Support the data collection for evaluation of project training activities and reporting to the country office, regional and global programmes upon request;
  • Support National Project Coordinators on the intervention related to prevention of drug use;
  • Act as the lead resource person and /or moderator in training courses;
  • Support the adaptation and delivery of quality assurance mechanism (QA) at drug treatment centers at national level, with particular focus on targeted drug treatment centers;
  • Conduct regular visits for monitoring and mentoring of DTC/OPTCs in the country level under QA mechanism including clinical supervision and in the job training for health services providers;
  • Conduct regular assessment and quality assurance of DTC/OPTC and develop improvement plans to enhance clinical performance;
  • Coordinate and organize quarterly/semi-annual/annual review workshops including all stakeholders and counterparts involved in QA mechanisms at the country level;
  • Analyze project progress and prepare projects reports (monthly/quarterly and annually);
  • Conduct oversight on programme incentives granted to IPs to support the improvement of the quality of DTCs in line with quality assurance plans developed under the Project;
  • Support and assist UNODC COAFG and PTRS, Programme Officers, and National Project Coordinators in day-to-day project activities upon request;
  • Any other tasks assigned by the supervisor.

QUALIFICATIONS AND EXPERIENCE REQUIREMNTS:

Education:

  • Master’s or bachelor’s degree in medicine, health or social sciences, public health, psychiatry, psychology, or other relevant studies is required.

Experience:

  • With master’s degree 3 years and with bachelor’s degree 5 of professional work experience in drug demand reduction such as prevention of illicit drug use, treatment and care of drug use disorders and recovery support for those with drug use and drug use disorders is required;
  • Work experience in designing and conducting training are required;
  • Work experiences in project management, monitoring and evaluation of projects or programmes, quality assurance of health services, are desirable;
  • A certified qualification for addiction professionals is an asset;
  • Previous experience in grants administration and management is an asset.

Languages:

  • Proficiency in English, including excellent writing and communication skills;
  • Knowledge of Afghanistan’s official languages (Pashto and/or Dari).
