Afghanistan Value Chains Program (AVCP), a USAID-funded program implemented by DAI Global, LLC (DAI), supports the expansion of sustainable agriculture-led economic growth across Afghanistan. AVCP achieves this goal through the support of anchor firms in the livestock and crops value chains. AVCP partners with and supports anchor firms through a market systems development approach, implemented through ‘Deal Notes’ which are co-designed agreements that respond to critical constraints while driving project outcomes. In implementing Deal Notes, AVCP works almost exclusively with agribusinesses and key value chain stakeholders to increase sales, investment, and productivity, among other key indicators. The growth of the anchor firms promotes the efficiency, profitability, and strengthening of the value chains with a direct and positive impact on rural economies, households, and livelihoods.
The AVCP focuses its interventions on key value chain leverage points, such as input suppliers or traders linked to large wholesalers, processors, and farmer associations. In doing so, AVCP will accomplish the following fundamental sub-purposes:

Sub-Purpose 3: Engage Afghan Women in Agriculture

The Credit and Finance Specialist will work to provide leadership, knowledge, and activity development and implementation support in access to credit, finance, and capital. This area is a leading constraint to economic growth and food security, according to AVCP partner firms in both the crops and livestock value chains. He/she will design financial inclusion activities to ensure that agribusinesses, farmers, and rural households have effective access to useful, affordable, and adapted financial products and services (such as transactions, payments, savings, and credit) and that the delivery of these products and services take place in a responsible, inclusive, and sustainable manner. The Credit and Finance Specialist will also support the utilization of farmer credit programs by AVCP partner firms.
Objectives and Duties
• Work with financial institutions operating in Afghanistan to know, understand, and see how to apply loan products to the program.
• Develop loan applications and supporting documents in collaboration with anchor firms for submission to financial institutions in an effort to expand access to capital.
• Strengthen the capacity of banking and business sector to improve local access to finance through the designing and implementation of targeted activities.
• Work with financial institutions to review, design or revise products to better meet agribusiness partners’ needs.
• Incorporate activities designed to engender greater participation by and financing to women.
• Support project efforts to expand and formalize farmer credit programs.
• Track and monitor financing for agribusinesses and farmers for incorporation into MEL data collection and analysis.
• Design and lead financial literacy trainings, investment conferences, credit shuras, and other activities to support the expansion and use of agricultural credit and finance.
• Other duties as assigned by the line manager, or his/her designee.
