Job Descriptions:

Job Purpose:

The Safeguarding Manager will provide expert dedicated support to ensure that safeguarding risks are identified, and mitigating actions implemented through community engagement and outreach. The Safeguarding Manager will play an active part in contributing to in-country initiatives and mechanisms, and support analysis of safeguarding (including PSEA) trends, risks, and issues to maximize the potential for preventing safeguarding violations from occurring, and ensuring lessons learned are built into program design and implementation. The Safeguarding Manager will also provide technical guidance and support the development and monitoring of country Safeguarding Action Plan and Referral Pathways. The Safeguarding Manager is responsible for overseeing that all Safeguarding-related tasks in the Safeguarding Action Plan are completed, and to assist those whose responsibility it is to complete them by providing support and guidance. The Safeguarding Manager will also work in close coordination with the Safe and Accountable Programming (AIP) team on initiatives such as protection mainstreaming and community engagement.

Main Duties & Responsibilities:

  • Work closely with Country Senior Management Team and the HQ Safeguarding Unit on developing and implementing IMC’s Safeguarding Action Plan, across all IMC offices.
  • Coordinate with country-level AIP team, Country Senior Management Team, and the HQ Safeguarding Unit on strengthening and supporting safeguarding reporting channels at field level and at IMC offices.
  • Sensitize communities/ beneficiaries on IMC’s Safeguarding Policy and how to report.
  • Train IMC staff on the Safeguarding Policy and keep all staff updated on all safeguarding matters in a consistent manner.
  • Conduct meetings regularly with all site managers, coordinators, and other department staff, including female staff at work, to support all safeguarding issues in the mission.
  • Conduct regular field visits and field trainings. The Safeguarding Manager is expected to travel between IMC offices to provide Senior Management with updates related to safeguarding in the field, including: developing prevention measures and following up on implementation in field offices to ensure safeguarding is a key consideration in the organization’s activities and strategies.
  • Under direction of the CD, review the SFP ToR and the SAP with all SFPs in country, and assign which SFP(s) will work on which element(s) of the ToR and SAP, and coordinate SFP activities.
  • Provide oversight of all SFPs in-country to complete required orientation and training. Provide orientation and comprehensive SFP training in local languages or remote locations, as necessary.
  • Provide support to the Safeguarding Focal Points to assist them in completing any Safeguarding related tasks in their areas of responsibility.
  • Conduct regular meetings with Safeguarding Focal Points to provide updates and discuss trends, practices, and challenges.
  • Work closely with the AIP team on Community Engagement initiatives, particularly Safeguarding related community messaging and feedback mechanisms.
  • Ensure that information about the completion of Protection Risk Assessments is updated in the Safeguarding Action Plan, and assist the AIP Manager and program teams when needed to ensure that Protection Risk Assessments are conducted.
  • In coordination with the Country Senior Management Team and the Learning & Development Unit, develop a Safeguarding training strategy for all International Medical Corps staff and partners.
  • Work closely with HR and contribute to the induction program and training for new/existing staff regarding safeguarding and the Safeguarding Policy. Ensure all new and old staff contracts contain commitment clause to not engage in any SEA activity.
  • Conduct awareness campaigns around safeguarding for country staff.
  • Liaise and follow up with Country Senior Management Team and the HQ Safeguarding Unit when safeguarding matters arise and necessary guidance are given in timely manner.
  • Properly receive Safeguarding complaints at field level and channel complaints through appropriate reporting mechanism. Maintain accurate and confidential information related to staff, clients, or beneficiaries’ concerns and record information securely in line with IMC’s procedures.
  • Work closely with the Protection Officers and Site Manager in Jalalabad, to stay abreast of any changes to the GBV referral pathways. Coordinate closely with IMC’s Safeguarding Focal Points and follow up on issues raised the PSEA Network.
  • Coordinate with protection actors and other relevant agencies in-country to identify appropriate referral pathways for use by International Medical Corps staff that are available and accessible for survivors of safeguarding violations—to include medical, counseling, legal, and other services as outlined in detail in the IMC “Guidelines for Supporting Survivors of Safeguarding Violations”.
  • Attend any GBV Sub–Cluster, PSEA Network, or other relevant meetings as and when requested.
  • Contribute to the response to PSEA Networks and donors in regard to PSEA, such as PSEA Self-Assessments from UN donors and PSEA Network requests.
  • Ensure any violations of IMC’s Code of Conduct & Ethics are duly reported.
  • Develop reports on safeguarding activities and submit these to Country Senior Management Team.
  • Monitor that the Survivor Assistance Liaison and Safeguarding Case Worker roles have been filled by appropriate staff, and that they have completed their orientation.
  • On a case-by-case basis and under the direction of the HQ Safeguarding Investigations Unit, support the Investigations Unit in investigations into reported Safeguarding complaints.

  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps.

Compliance & Ethics:

  • Promotes and encourages a culture of compliance and ethics throughout the International Medical Corps. As applicable to the position, maintains a clear understanding of International Medical Corps and donor compliance and ethics standards and adheres to those standards.  Conducts work with the highest level of integrity.

Safeguarding:

  • It is all staff’s shared responsibility and obligation to safeguard and protect populations with whom we work, including adults who may be particularly vulnerable and children. This includes safeguarding from the following conduct by our staff or partners: sexual exploitation and abuse; exploitation, neglect, or abuse of children and adults at risk; and any form of trafficking in persons.

Qualifications:

  • Should be graduated from any relevant university faculty.

Experience:

  • Minimum two years’ experience in Safeguarding or compliance within a professional setting.
  • Previous work in Gender-Based Violence.
  • Demonstrated understanding of the humanitarian context and human rights violations. Understanding of gender-based rights violations.
  • Very good communication and report writing skills is essential.
  • Fluent in Pashto and very good command of English, oral and written.
  • Ability to travel frequently to IMC field sites.
  • Team player and able to maintain good relationships with colleagues.
