Job Descriptions:

1. Summary of Key Functions: 
 
• Support AYIA Project Deputy Chief of Party (DCOP) for implementation of AYIA Project Procurement Management.
• Prepare & Review AYIA Project annual Procurement Plan based on Project Budget, CARE and Donor requirements and procedures for approval by AYIA Project AYIA Project Deputy Chief of Party (DCOP).
• Provide Procurement Management related information and technical advice on policies, procedures, systems and standards to AYIA Project AYIA Project Deputy Chief of Party (DCOP).
• Facilitation of Knowledge Building and Knowledge Sharing in AYIA Project Procurement Matters for AYIA Project Procurement & Logistics Officers in Kabul & Provincial Offices. 
• Timely checking the FGMS System for newly approved PRs of AYIA Project and print out for assigning to the Team. 
• To update the Procurement Tracker of AYIA Project on daily base in coordination of Procurement & Logistics Officers and share with AYIA Project AYIA Project Deputy Chief of Party (DCOP) on weekly bases. 

2. Key Relations:  
   
• Reports to the AYIA Project Deputy Chief of Party (DCOP).
• Supervises AYIA Project Procurement & Logistics Officers on all matters related to the delivery of Procurement support services in Kabul and Provincial Offices. 
• Collaborate with Program, Finance, Internal Audit and Provincial Offices. 
• Actively contributes to Procurement & Logistics Monthly Meetings to create an awareness on AYIA Project Procurement Management progress/challenges related issues. 

Key Expected Results on Procurement & Contract Management:   
 
• Full compliance of procurement activities with CARE AFG and Donor rules, regulations, policies and strategies, implementation of the effective internal control, analysis of parameters in support of proper design and functioning of a client-oriented procurement management system. 
• Support AYIA Project Deputy Chief of Party (DCOP) in finalizing AYIA Project Procurement Transactions i.e. PR, RFQ, SBA, Technical Evaluations Reports, Scoring Sheets, Selection Memos & PO.
• Check/confirm the quality and documentation of AYIA Project Procurement Files i.e. PR, RFQ, SBA, Technical Evaluations Reports, Scoring Sheets, Selection Memos & PO.
• Analysis of information for preparation of AYIA Project Procurement Plans for the project and monitoring of their implementation in collaboration with AYIA Project AYIA Project Deputy Chief of Party (DCOP).
• Support AYIA Project Deputy Chief of Party (DCOP) in implementation of proper monitoring and control of AYIA Project Procurement Processes including organization of RFQ, ITB or RFP, receipt of quotations, bids or proposals, their evaluation, negotiation of certain conditions of contracts in full compliance with CARE AFG and Donor rules and regulation.
• Make sure CARE AFG and Donor Procurement rules and regulation i.e. Visibility & Vetting of the vendors based on the Procurement Threshold is strictly followed. 
• Support AYIA Project Deputy Chief of Party (DCOP) in management of the rosters of suppliers, elaboration of supplier selection and evaluation criteria, quality and performance measurement mechanisms.
• Coordinate with AYIA Project Staff about the procurement committee members and increase transparency of the procurement transactions.
• Coordinate and communicate with AYIA Project Staff about the specifications of goods and services as needed and make sure to have proper Technical Evaluation Criteria for bulk procurement. 
• Arrange Field Trips for the purpose of monitoring, conducting meeting and elaborating of CARE AFG and Donor Procurement Policy and requirements. 
• Make sure that the required goods/services are complete and clear in terms of specifications, quantity, location and time. 
• Survey frequently the market situation and collect data regarding the changes in the local market in connection with the upgrading of the vendor list and prices of items and present the report with recommendation to AYIA Project Deputy Chief of Party (DCOP).
• Advice AYIA Project Deputy Chief of Party (DCOP) to implement approved vendor list all the time and ensure that the supplier is reliable in offering the required goods and services in terms of reasonable price, better quality and on time delivery.
• Preparation & Tracking of AYIA Project Monthly Supply Chain Performance Reports (Procurement Efficiency, Cost Efficiency Savings & Supply Chain Efficiency) in coordination with Procurement & Logistics Officers in Kabul and the Provincial Offices and submission of the report by end of each month. 
• Managing & Supervising AYIA Project Procurement KPI Trackers in coordination with Procurement & Logistics Officers in Kabul and the Provincial Offices.  
• Review Procurement Status Report, analyze results with Country Office Standard Lead-Times, Key Performance Indicators and share it with AYIA Project AYIA Project Deputy Chief of Party (DCOP) on weekly bases.
• Any other task assigned by the supervisor.

Work Experience:

• Full command of written and speaking English and Local Languages.

Previous Experience with USAID Funded Projects and knowledge of (OFAC, FAR, CFR & Vetting) will be a distinct advantage.
