Main Responsibilities:

 

Strategic Planning and Program Development:

 

  • Develops and implements comprehensive water resources management strategies within the scope of the Water and Habitat program, integrating climate adaption solutions, and sustainable practices to strengthen essential services and community resilience against water scarcity, droughts floods and climate variability/shocks.
  • Conducts detailed assessments of water resources availability, usage patterns, and potential impacts of climate variability, informing mid-term strategies planning.
  • Collaborates with the WatHab teams, EcoSec, A&E, CC working group and focal points, and other departments at both delegation level and sub-sites level to design tailored interventions that address the specific water needs of rural and urban areas while minimizing environmental impact.
  • Engages with relevant stakeholders to ensure adequate integration of water resources management component into the WatHab programs.
  • Incorporates innovative approaches to enhance resilience against water scarcity and climate shocks.
  • Provides evidence-based analysis on hydro-climatic conditions and river-basins in programs areas to support prioritization of high-risk zones and populations most vulnerable to water scarcity and environmental hazards.
  • Develops a stakeholder engagement and advocacy strategy, along with stakeholder analysis and system thinking, to foster systemic support for service providers/relevant authorities, and collaboration and alignment on WRM initiatives, strengthen water governance and influencing regulations.
  • Prepares pragmatic approaches and documents to support evidenced-based decision-making, improving the relevance of programs for vulnerable populations and supporting authorities and service providers and communities in building resilience to environmental and climate shocks.
  • Identifies and assesses potential water-related risks, including scarcity, pollution, and flooding, and proactively develops mitigation plans.
  • Contributes to the WatHab’s emergency preparedness planning.
  • Uses results-based management to analyse project evaluation data, ensuring outcomes meet established indicators.
  • Monitors environmental, stakeholder, and security-related issues, addressing them proactively, with particular focus on sustainability.

 

 

Technical Guidance and support to Project Design:

 

  • Provides technical expertise on water conservation techniques, watershed management, and efficient irrigation practices to reduce water demand.
  • Supports the design and implementation of sustainable water systems, including ground water recharge techniques, rainwater harvesting, and groundwater conservation methods, to improve water accessibility.
  • Integrates hydro-climatic data and uses decision-support tools to support the design of appropriate solutions and to optimize water resource management.

 

 

Capacity Building and Knowledge Transfer

 

  • Develops internal training strategies to embed water resources management considerations into program and project planning.
  • Conducts training sessions and workshops for internal staffs, service providers, and community members on stainable water practices, climate adaption, and water quality monitoring.
  • Supports community awareness programs (also in collaboration with ARCS) on water conservation, efficient water usage, and proactive adaptation to climate impacts.
  • Promotes best practices in Water Resources Management by integrating lessons learned from previous projects.

 

Monitoring, evaluation, and reporting

 

  • Establishes monitoring systems in collaboration with the A&E unit to evaluate programs and projects outcomes, integrating Water Resources Management analyse and approaches, focusing on sustainability, resilience and water conservation, quantity and quality.
  • Collects and analyses data on water availability, climate trends, and project outcomes, preparing reports for internal and external stakeholders.
  • Provides regular inputs on program contributions to institutional reporting, including reflections on climate resilience impacts.
  • Contributes and provides inputs to the Quarterly Operational Report (QTR) and the Quarterly Statistical Report (QSR), MfR, PAM etc. institutional and delegation reporting.
  • Maintains accurate records of activities and up to date information to ensure control and to allow for transparency.
  • Reviews the progress reports prepared by the team in PAM, ensuring monthly submissions to consolidators.
  • Prepares Minutes of Meetings held with external interlocutors, Minutes of Meetings (internal) held with other ICRC departments, et cetera.
  • Creates project files in electronic databases (such as the WatHab Project Assistant application) and keeps them up to date.

Job Requirements:

  • University and advanced degree in Water Resources Management, Environmental Science or Engineering, Hydrology, or a related field with experience in conducting analytical research and studies.
  • Typically, 10 years' overall professional experience in a related field. Minimum of 5 years of experience in water resource management or similar roles. 2–4 years' professional experience at an international Organisation an asset.
  • Management and team-leadership experience is essential. Rigour and meticulousness in the gathering and analysing of information.
  • Understanding of the project cycle (with special attention to monitoring and evaluation phases) and proactive learning attitude. Understand the importance of Indicators and promote their adoption to the national WatHab staff.
  • Excellent command (spoken and written) of English.
  • Computer proficiency
  • Competencies: Demonstrated capacity for problem-solving in challenging environment, excellent interpersonal skills for stakeholder engagement, and demonstrated research, qualitative and statistical analytical abilities with strong analytical skills for data interpretation and reporting.
