About USAID Afghanistan Agriculture Program:

DAI Global, LLC (DAI) is implementing a new USAID-funded agriculture program which aims to reinvigorate agricultural livelihoods and catalyze private sector engagement to address food insecurity, income gaps, target populations’ empowerment, and communities’ resilience to climate change. The activity actively facilitates implementation with and through local systems actors (such as anchor firms, business development and advisory service (BDAS) providers, education and financial institutions, and local communities). This approach centers a competitive, performance-based Partnership Facility (PF) to design interventions that: incorporate local Afghan knowledge, engage target populations, and leverage resources to ensure local ownership and sustainability. Utilizing performance-based grants, DAI will partner with stakeholders to achieve the below three objectives. 

Using a private sector-led, market systems development (MSD) approach, the activity is aimed at driving local system actor behavior change. In doing so, the activity endeavors to meaningfully improve Afghan lives and agriculture sector performance through the following objectives:   

Objective 1: Food Security Improved Through Increased and Inclusive Resilience, Productivity, Diversification, and Stability of Agricultural Value Chains  

Objective 2: Enhanced Communities’ Resilience to Climate Change-Induced Shocks, Specifically Water Stress 

Objective 3: Target Population Economic Empowerment Strengthened

Job Descriptions:

The GIS Specialist will lead the development of the project’s GIS dashboard and provide GIS data collection and analysis for value-chain and MEL/CLA activities. He/she will produce maps, statistics and other spatially based information based on the project’s needs.

Scope of Work

The duties of the position include but are not limited to the following:

  • Provide support to MEL and other technical teams with providing data management, including manipulation of spatial attribute data and write scripts to automate spatial data tasks.
  • Lead the development of the GIS dashboard and provide GIS data collection and analysis for value-chain and MEL/CLA activities.
  • Consolidate GIS/GPS data for project reporting.
  • In coordination with technical managers, ensure effective implementation and analysis of data for program units; this includes GIS data, Access database and other databases as required.
  • Identify key issues related to program quality and links between monitoring and evaluation and quality assurance and improvement.
  • Coordinate with technical managers to provide information to USAID biweekly, quarterly and annual reports and address ad-hoc requests from Mission and senior management.
  • Travel throughout the project’s intervention site to oversee the implementation of MEL activities, train staff and identify where MEL/GIS practices require improvement and investment, particularly regarding geospatial data and GIS.
  • In close coordination with MEL Director and senior staff, conduct baseline, impact and Effectiveness surveys and analysis and report the data to USAID.
  • Ensure data quality and integrity and perform data digitization. 
  • Handle mapping requests from project offices and technical teams.
  • Other duties as assigned by the MEL Director.

Job Requirements:

  • An advanced degree in GIS, statistics, mapping, engineering, business administration, public administration, economics, or other relevant field is required or bachelor’s degree plus 5 years of relevant experience and a master’s degree plus 4 years of relevant experience is required.
  • Five years of experience working on donor-funded projects in a related role is preferred.
  • Demonstrated experience in GIS, statistics, mapping and/or GIS data is required.
  • Knowledge of USG GIS and Spatial regulations and aspects of USAID-funded activities are strongly preferred.
  • The ability to use GIS, GPS and mapping related software is preferred.  
  • Proficiency in using Microsoft Suite (Outlook, Excel, PowerPoint, and MS Word) computer software.
  • Proficiency in speaking and writing Dari or Pashto is required.
  • Fluent English is required, including demonstrated report writing skills in English.
