WDIO is nationally based in Kabul and maintains field operations through five regional offices, with over ninety-seven staff members, located in Kabul, Bamiyan & Logar (Center-Region), Ghor & Herat (West-Region), Nangarhar, Laghman & Kunar (East-region), Takhar & Badakhshan (North-Region) and Kandahar (South-Region). WDIO maintains the departments of Program, Operation, Human Resources Finance, and Procurement. Each department operates according to the WDIO written policies and procedure manuals updated based on the context of the area where WDIO implementing projects.

Main duties and responsibilities:

 

Procurement Responsibilities:

  • Collecting the internal order from the logistics department on a daily basis,
  • Respecting the purchase procedure for each purchase “see purchase procedure,
  • Preparation of purchase orders and taking the approval of logistics and Finance for each purchase,
  • Deliveries of the goods after purchase to stock or the required department or clinic and keeping copies of delivery notes for purchasing proof,
  • Any advance taken from the finance department and is to justify the advances by required documents such as Original bill receipt signed by parties, purchaser and supplier, internal order form signed by a logistic officer, purchase order or contract signed by logistic, finance, and Project Manager and a delivery note signed by stock responsible,
  • Purchase necessary tolls on time for any emergency order,
  • Update all order sheets daily and send them to all every end of the week,
  • Procure the daily emergency order,
  • Responsible for all project procurement,
  • Perform any other required project-related tasks.

 

Logistic Responsibilities:

 

  • Supervise the drivers ensuring they are responsible and fulfilling their duties as outlined in their job description.
  • Keep a record of days worked and nights worked for all drivers.
  • Ensure fuel is issued to vehicles and that proper fuel consumption records are kept.
  • Make arrangements for vehicles to receive A, B, and C servicing in conjunction with the mechanic.
  • Ensure that any breakdowns or minor faults with the vehicles are repaired quickly.
  • Ensure that the mechanic contracted to service the vehicles is working in a professional way at all times.
  • Ensure that all vehicles are repaired/serviced inside the compound, spare parts are used correctly and proper vehicle journey log books and spare parts records are kept.
  • Never allow vehicles to leave the compound unless they are in a good road-worthy condition.
  • Provide tool kits to teams traveling long distances.  Tool kits should be checked regularly.
  • In consultation with the medical teams, make a vehicle program weekly to ensure efficient use of the vehicles and good support to the teams.
  • If a vehicle is required to be rented locally, ensure that this vehicle is in good condition and capable of meeting its requirements.  When hiring such vehicles, always work in the best interests of Merlin.
  • Other Tasks will be assigned by the line manager

Job Requirements:

Job Requirements:

  • Having at least Bachelor’s degree in Accounting/Finance, or any other relevant field.
  • Having at least five years’ experience from an accredited college or university and having a master degree will be preferred.
  • Required Languages – Excellent Pashto and Dari reading, writing, and verbal skills, Fluent in English, reading, writing, and verbal skills.
