Job Descriptions:

PURPOSE

The Protection Field Officer for PCP (PCP Field Officer) contributes to the implementation and monitoring of the ICRC PCP activities in Afghanistan, within the framework of the priorities, objectives and strategies set by the Delegation. The PCP Field Officer works closely with the Deputy Protection Coordinator for PCP in all aspects pertaining to the PCP program in Afghanistan.

 

The purpose of Health Care in Danger (HCiD), which is one of the main priorities in Afghanistan, is to promote the protection and respect of the medical mission in Afghanistan through the design and implementation of projects and programming. A HCID Core team, composed of Protection and Health departments, and to which the Protection Field Officer for PCP (PCP Field Officer) contributes, drive this multidisciplinary action, handling the identification and follow up of HCID concerns through the framework of the Afghanistan PCP strategy.

ACCOUNTABILITIES AND RESPONSIBILITIES

General tasks

  • Supports the definition, implementation and monitoring of ICRC PCP strategy for Afghanistan and contributes to the regular analysis of the main issues and priorities observed/documented.
  • Supports the PCP activities in Afghanistan, both at KAB PROT Coordination and field level, and ensures appropriate follow-up of specific tasks under the supervision of the line manager.
  • Contributes to the development of internal guidance tools enabling ICRC teams to carry out PCP activities.

 

Monitoring and related tasks

  • Contributes to the monitoring of the humanitarian environment and protection related activities in Afghanistan.
  • In collaboration with the Protection Data team, collects, processes and analyses PCP-related information and data.
  • In coordination with her/his line manager, contributes to the assessment and identification of priority protection issues, to define key protection messages and operational priorities. S/he also monitors specific issues linked with institutional and/or delegation’s priorities (i.e migration; access to education; etc.).
  • Supports the caseload analysis and proposes follow ups (i.e. cross departmental/integrated approach).
  • When relevant, participates to interviews with people affected by the conflict/violence in Afghanistan or by any people in need, in line with the ICRC mandate with regards to their protection concerns and needs.  
  • In coordination with the Deputy Protection Coordinator for PCP, support field staff with guidance on aspects pertaining to PCP activities.
  • Acts as focal point for non-sensitive PCP activities at coordination level during the absences of the Deputy Protection Coordinator for PCP and substitutes the latter in internal activities, meetings, and briefings of newcomers, as required.

 

Multidisciplinary approach

  • Contributes to the multidisciplinary approach of the PCP programme, with regular exchange of information with other Protection programs (i.e. DET, PFL, Forensics) and/or other Departments (i.e. PREV, ASSIST, etc).
  • In coordination with the line manager, liaise with colleagues from other departments for specific issues for the implementation of transversal projects (i.e. HCiD, WeC), etc.
  • Support the Prot/Assist teams in ensuring that the multidisciplinary approach is implemented at field level, via review of Tea &Talks.
  • Carries out Protection/PCP dissemination during workshops/events (i.e. FAS, HCiD, others).

 

Reporting

  • Analyses and contributes to written internal reporting and activity programming (i.e. PCP analytical reporting, etc).
  • Contributes to the institutional memory by supporting a proper filing system (i.e. Team Space), adherence to internal communication, guidelines and workflows and accurate use of Prot6.
  • Under the supervision of the Deputy Protection Coordinator, manages the PCP STM by reviewing beneficiaries’ query and replying accordingly.
  • Performs administrative tasks when needed, such as: drafting, translation and delivery of correspondence, organization of internal meetings and trainings, drafting of minutes of meetings, etc.

 

Stakeholders mapping and networking

  • Contributes to developing and maintaining the network of stakeholders/service providers involved in protection-related issues including by regular attendance to protection cluster meetings and identifies potential areas of collaboration, partnership and referrals.
  • In coordination with the HCiD Health Field Officer, contributes to the networking for the HCiD related initiatives.
  • In coordination with MGT/Protection teams, participates or independently attends external meetings with interlocutors (such as authorities, members of the armed forces and opposition groups, international organizations, NGOs) and acts as an interpreter when needed.
  • Facilitate external meetings and contribute to its preparation (speaking points, participation, reporting and follow-up).
  • Occasionally attends and actively participates in community engagement sessions organized at ICRC Sub-Delegations / Offices-level, or in COM-led sessions organized at KAB-level.
  • Contributes to promoting the mandate and activities of the ICRC by independently carrying out dissemination sessions on ICRC’s mandate and Protection / PCP activities.

 

Monitoring, analysis and reporting

  • Jointly with the HCiD Health Field Officer, liaise on a regular basis with the HCiD Focal points in the various structures and channel properly and timely HCiD related information.
  • Gathers and analyses relevant HCiD information from all sources available (Open Sources Information, Prot6),.g. security updates, field trip reports, media, etc.) and provides delegation with updates.
  • In coordination with the HCiD Health Field Officer, produces and submits relevant reports

 

HCiD specific responses

  • Representative of the Protection component in the HCiD Core team (together with HCID Health FO), contributing to the definition of the delegation HCiD strategy and its implementation.
  • In coordination with the HCiD Health Field Officer, support the sub-delegations in identifying and implementing the HCiD related actions, also embedded in the PCP Plans of Actions.
  • In coordination with the HCiD Health Field Officer and the Health team and when required, support the implementation of responses related to Health (i.e. roundtables).

Job Requirements:

  • University degree or relevant professional experience
  • Excellent command of English, Dari and Pashto
  • Computer proficiency
  • 6 years’ overall professional experience including 3–4 years’ previous experience as a social worker or in a similar field or a similar organization.
  • Proven experience and leadership of managing protection activities/projects.
