Job Descriptions:

Key Responsibilities

  1. Project Management and Coordination

• Oversee the implementation of the project in compliance with donor and ORD guidelines.

• Manage project staff, resources, and operations to meet set goals and timelines.

• The Team Leader will be responsible to regularly communicate the project related matter with the donor.

• Coordinate with provincial and local authorities, community groups, and stakeholders to ensure smooth project execution.

  1. Planning and Implementation

• Lead market assessments and beneficiary identification processes.

• Develop all project implementation and local assessment forms and tools.

• Oversee the disbursement of micro-grants and ensure compliance with monitoring and reporting mechanisms.

• Develop technical assistance plans and capacity-building programs for target beneficiaries.

  1. Monitoring, Evaluation and Reporting

• Ensure the development and execution of a robust Monitoring, Evaluation, Accountability, and Learning (MEAL) framework.

• Monitor project progress, identify challenges, and develop solutions and timely mitigate risks in coordination with staff and stakeholders.

• Skillfully scan the context and project to avoid and/or control possible adverse social, environmental, gender, and legal impacts of the project.

• Prepare the project inception report with all relevant documents required. 

• Prepare and submit progress and final project reports to donor and ORD program department.

  1. Team Leadership

• Recruit, train, and supervise project staff, including SME support officers and technical trainers.

• Foster a collaborative work environment and ensure adherence to ORD’s policies, including Prevention Against SEA and Do No Harm principles.

  1. Stakeholder Engagement

• Collaborate with Beneficiary Identification Committees (BICs), community shores/elders, and other local entities to ensure accountability and transparency.

• Represent ORD in UNIDO and other coordination meetings.

Job Requirements:

  1. Education:

• Bachelor’s degree in the field of Business management, Economics, Project Management, or a related field (Master’s degree preferred), with good understanding of technical, financial and managerial aspects of implementation of economic empowerment projects.

  1. Experience:

• Minimum of 7 years of experience in project management with at least 3 years in enterprise development or livelihood projects.

• Proven track record of managing multi-donor projects in Afghanistan, particularly in challenging and conflict-affected regions.

  1. Skills:

• Strong knowledge of SME development, income generation, and skill-building initiatives.

• Excellent leadership, team management, and interpersonal skills.

• Proficiency in project monitoring and evaluation frameworks.

• Strong written and verbal communication skills in English, Pashto, and Dari.

• Proficiency in MS Office and project management tools.

  1. Other Requirements:

• Commitment to ORD’s mission and values.

• Ability to travel to project sites in southeastern Afghanistan.

• Knowledge of local cultural dynamics and challenges related to SME development, particularly for women and vulnerable groups.
