Job Descriptions:

Job Summary: The Senior Logistics Officer will work under the supervision of the Operations Manager and will manage and supervise all logistics units of MHCO country-wide. S/he will ensure the timely dispatch of goods, proper inventory management, and warehousing to support MHCO’s operations effectively.

 

Duties & Responsibilities:

Management of Logistics Functions:

    • Overall responsibility for managing the logistics functions and establishing and maintaining appropriate controls for MHCO operations.
    • Actively support the Operations Manager and senior management in developing locally tailored Procurement & Supply SOPs.

Staff Management and Development:

    • Manage and develop logistics staff, including logistics staff in field offices.
    • Ensure performance reviews are conducted for all logistics staff in a timely manner.

Procurement and Inventory Management:

    • Manage and monitor all procurement and tender processes.
    • Maintain the procurement tracking system.
    • Ensure accurate files and records are maintained to support the requirements of country management, head office, and donors.
    • Set up and maintain a pre-approved supplier list.
    • Maintain systems for the movement of supplies between locations with appropriate documentation.
    • Support program managers with procurement planning.

Fleet Management:

    • Ensure the fleet is maintained in excellent working order.
    • Maintain the repairs and maintenance system for efficient servicing and maintenance of all vehicles.
    • Oversee the planning and delivery of all programme transport needs.
    • Request and preposition spare parts stock at appropriate levels.
    • Monitor vehicle hire contracts and invoices.
    • Technically supervise and train drivers to improve their overall technical knowledge and skills.

Warehouse and Inventory Management:

    • Ensure proper inventory management and warehousing systems are in place.
    • Check all procured items upon delivery and ensure proper tagging and inventory control.
    • Supervise the maintenance of stock for all office supplies, kitchen, and IT consumables for MHCO events or daily office use.
    • Perform periodic spot checks on all items kept in stock and report discrepancies to the Operations Manager.

Field Visits and Compliance:

    • Carry out visits to field sites to monitor systems and ensure standardization across MHCO operations.
    • Ensure compliance with all laws and regulations regarding procurement and fleet management.
    • Liaise with other NGOs, UN agencies, and local authorities.

Reporting and Accountability:

    • Provide monthly reports to the Operations Manager and actively participate in coordination meetings.
    • Contribute to organizational accountability initiatives.

Job Requirements:

  • Bachelor’s degree in a relevant field or equivalent in supply chain management.
  • At least 5 years of experience in supply chain management, including at least two years as a logistics Officer.
  • Experience working for an international NGO or large national NGO.
  • Experience handling procurement of assets and inventory using EU or US funding.
  • Experience managing a fleet of 5 or more vehicles.
  • Experience dealing with local authorities, national and international NGOs/UN bodies.
  • Strong management and reporting skills.
  • Strong communication and interpersonal skills.
  • Ability to work under pressure.
  • Advanced skills in the use of Microsoft Word and Excel.
  • Strong flexibility and multi-tasking skills.
