About Afghans Humanitarian Aids & Development Organization (AHADO):

Afghans Humanitarian Aid and Development Organization (AHADO) is a non-government, non- for- profit humanitarian social welfare organization. AHADO established in October 2013 and registered with Ministry of Economy (MoEc), through license Number 3053. AHADO based in Kandahar and delivered humanitarian and development projects in various regions of the country including southern, central and northern regions. Implemented projects were in various sectors of child protection, community education, gender equity, WASH, health/hygiene, capacity building, livelihood and advocacy. AHADO is committed to the humanitarian principals and is PSEA Signatory; therefore AHADO would strictly follow all its provisions in its daily operation and apply the considered measurement on the SEA perpetrators.

AHADO commitment on PSEA awareness and  implementation

AHADO has a zero-tolerance policy for (sexual) misconduct.

AHADO SEA policy sets minimum standards that must be followed by all employees to protect beneficiaries and members of the community from sexual exploitation and abuse. Furthermore AHADO would follow and apply all provisions of the UNICEF, PSEA and Child Safeguarding Policies,

Earlier issuing any contract all candidates must complete the SEA Reference check that include the completion of following steps:

Reference Check for new candidates/employees

The candidates should submit two to three references from his/she former employers and complete the reference check forms Annex 1 to introduce his/her current and former employers for reference check to confirm that the candidate did not commit any ESA and Harassment.

B-Candidates with any committed SEA and harassment back-ground should not be hired.

C- To ensure that the candidate is honest and did not commit any SEA and harassment, AHADO would share the Annex 2, (candidates Reference check table) to be completed by the candidate’s references, and based on the provided information, honest candidates who did not commit any SEA and harassment, should be considered for hiring.  The annexes 1 and 2 would be shared with the final candidates

Job Descriptions:

It’s a fulltime job and the position holder would work six days/week. The Program Manager is responsible for overall management of the project according to the finalized Project Documents including overall planning, coordination, implementation, management, monitoring, and reporting of project affairs and make sure that  schools re-construction affairs carry out by selected construction companies properly. He/She is responsible for utilization of project resources to ensure sound progress toward re-habilitation of all seven schools in Urozgan Province with best quality within the allocated budget and timeline. He/She would report to the HAADO Head of Program (HoP) and would work closely with HoP, Project Manager (PM), UNICEF provincial and regional staff, and Ministry of Education, national, provincial and districts authorities and communities representatives.

 

Key Responsibilities:  

Project Planning and Coordination:

 

  • Participate and attend in all capacity building and orientation sessions conducted by the AHADO and UNICEF.
  • Responsible for development and verification of project comprehensive implementation plan.
  • Make sure that all social, technical and capacity building activities according to the project agreement and scope of work including renovation of the classrooms, construction of WASH and boundary walls, and drill bore wells in targeted schools considered and included in the project implementation plan along with appropriate timeline for each activity.
  • Make sure that the target schools rehabilitated with best quality according to the MoE and UNICEF approved design, within the allocated budget and timelines and handed over to the MoE and community representatives.
  • Make sure that the project registered in the Ministry of Economy (MoEc) Systems and project regular report provided to the MoEc.
  • Follow up and make sure the project Memorandum of Understanding (MoU) signed with the Ministry of Education (MoE) in the first month of project start.
  • Coordinate the project plan with HAADO Head of Program (HoP) and get his approval.
  • Manage and closely supervise the activities of project all staff including the project manager, quality control and Health Environment and Safety (HES) Engineers and community mobilizer.
  • Make sure that project affairs coordinated with all stakeholders including UNIECE, Ministry of Education national provincial, districts and schools authorities, selected construction companies, Schools Management Shuras (SMSs) and community representatives.
  • In coordination with AHADO related department plan and organization capacity building trainings e.g. on PSEA, Anti-Fraud Policies for project all staff.
  • Make sure that all staff signed the PSEA code of conduct. 
  • Ensure that Maliks, Imams, community elders, parents and SMSs engaged in the project affairs, their feedbacks obtained and considered on the whole process of the project from design to submission of the project.
  • Present and coordinate, project activities at national level e.g. in education cluster meetings and other relevant conferences and meetings.

 

Project Implementation:

  • Responsible for on time implementations of project planned activities in the provincial level within the allocated budget, timeline, MoE and UNICEF approved design in a high quality. 
  • Manage, coordinate, implement, supervise and monitor project activities in provincial, districts and schools levels
  • Make sure that based on the project scope of work, in coordination with MoE and community representatives schools improvement plans (SIPs) developed for all components of schools including classrooms, construction of WASH, boundary walls, drill bore wells and solar systems and included in the project implementation plan.
  • Ensure that the project plan properly implemented in the given timeline.
  • Ensure that Grievance Redress Mechanism (GRM) established and is functioning in the project sites for all seven schools.
  • Make sure that PSEA awareness sessions conducted for the communities members, PSEA hotline and the PSEA confidential email address is set up at the project level and that all communities, teachers, and project workers (technical, skilled, and unskilled labour) are properly informed of the reporting channels and handling procedures.                                                                                                                                 
  • Make sure that all construction activities implemented according to the project approved design that verified by the MoE and UNICEF, e.g. well-placed toilet facilities (safe and private to ensure dignified menstrual hygiene management) that are separate and carefully segregated far enough away for privacy, but not too isolated that can create protection concerns; and is accessible for children with disabilities and etc.
  • Manage the project overall operation and resources utilization at the national level.
  • Ensure implementation of organizational policies and project procedures.
  • Assure that all training workshops and awareness sessions properly coordinated, and soundly implemented in the project sites. 

 

Monitoring and Evaluation:

  • Make sure that a data collection and management system established for the project, data collected/generated, analysed and feedback provided to the project staff to ensure high quality of the project.
  • Analyse the project collected data and make sure that implementation deviations identified and addressed and project indicators achieved and verified by reliable means of verification.
  • Monitor the functioning of Grievance Redress Mechanism (GRM) established in all target schools sites ,
  • Make sure that communities’ members, parents, students voice their concerns, suggestion and statsfaction levels through a transparent feedback mechanism of GRM, complains analysed and timely feedbacks provided to the received complains and grievances.
  • Facilitate the monitoring missions of the UNICEF, MoE and other stakeholders to see and visit the project implementation progress.
  • Conduct regular monthly field visits to monitor and visit the all seven schools rehabilitation process and to ensure rehabilitation activities carry out properly all technical specifications considered, respected and applied.  
  • Make sure that visitor books are present in the all seven schools project sites and visitors record their findings in the visitor books.
  • Ensure that the visitor feedbacks considered and properly addressed
  • Supervise and evaluate the performance of project all staff and accordingly provide feedback for improvement.

  Reporting: 

  • Responsible for preparation and finalization of project all reports including financial and technical reports of project activities in the national, provincial and districts level.
  • Prepare weekly, monthly and quarterly project progress reports and submit to the AHADO HoP and UNICEF.
  • Prepare project success stories and submit the stories to the AHADO HoP and UNICEF for further process.
  • Prepare any had-hock report asked by the UNICEF or AHADO management.

Follow any incidence of SEA cases, share detailed report of any SEA cases with AHADO Head of Program and UNICEF for further process. 

Job Requirements:

  • The applicant must have Bachelor Degree in civil engineering, or management and other related fields; Master is preferred.
  • 5 year Proven experiences in implementation and management of construction and or development  projects,
  • Able to travel to all districts of Urozgan Province.
  •  Sign and agree on the Children Safeguarding and PSEA policies
