Job Descriptions:

Objectives of the Position

The primary objective of the Program Officer is to oversee the successful implementation and management of programs within the organization. The officer will work closely with stakeholders, including internal teams, partners, and donors, to ensure the timely execution and delivery of program goals and outcomes.

Scope of Work

The Program Officer will oversee the full lifecycle of assigned programs, including planning, development, implementation, monitoring, and evaluation. This includes coordinating activities, managing resources, ensuring compliance with timelines and budgets, and preparing detailed reports for stakeholders. The officer will also play a key role in establishing monitoring frameworks, conducting assessments, and providing technical support to ensure the effective delivery of program goals. The scope of work will also involve fostering strong relationships with internal and external stakeholders, ensuring effective communication, and contributing to the capacity building of staff and partners. The Program Officer will ensure that all programs align with organizational objectives and donor requirements, while continuously identifying opportunities for improvement and impact, the program officer is expected to reviews, improve and develop required policies of CDRO, additionally, he/she will be fully responsible for the SHAPE-Plus Twinning program. The Program Officer will continuously identify opportunities for improvement and innovation, ensuring that all programs maximize their effectiveness and long-term sustainability.

Key Responsibilities:

The Program Officer will be responsible for:

  1. Program Development: Assisting in the design, planning, and development of programs aligned with organizational goals.
  2. Strategic Collaboration: Coordinating with departments and stakeholders to ensure programs achieve their objectives.
  3. Implementation Oversight: Managing day-to-day program execution, ensuring adherence to plans and schedules.
  4. Monitoring & Evaluation: Establishing M&E frameworks, tracking progress, and assessing impact.
  5. Data Collection & Reporting: Gathering feedback, preparing performance reports, and recommending improvements.
  6. Stakeholder Engagement: Maintaining strong communication with internal teams, donors, partners, and beneficiaries.
  7. Capacity Building: Providing technical support, training, and organizing development initiatives for staff and partners.
  8. SHAPE Twinning Program Engagement: Facilitate regular coordination and mentoring sessions with advisor organizations, oversee policy review and development, and actively participate in capacity-building training workshops as needed.
  9. Documentation & Compliance: Ensuring accurate record-keeping and timely submission of reports to donors and stakeholders.

Job Requirements:

  • A Bachelor's degree in Social Sciences, International Development, Public Administration, Business Administration/ Management or other relevant fields.  (Priority will give to the Master degree)
  • At least 3 years of experience in program management, preferably in relevant fields.
  • Proven experience in project design, implementation, monitoring, and evaluation.
  • Familiarity with donor-funded programs and reporting requirements.
  • Strong analytical and problem-solving skills.
  • Excellent written and oral communication skills.
  • Ability to work independently and in a team-oriented environment.
  • Proficiency in MS Office (Word, Excel, PowerPoint) and familiarity with program management software.
