About Community and Enterprise Development Organization (CAEDO):

Background

The Community and Enterprise Development Organization (CAEDO) was established in 2023 to improve the social and economic well-being of disadvantaged people in Afghanistan. CAEDO’s mission is to create opportunities for access to essential services, such as education, health, agriculture, livelihoods, and financial inclusion, in partnership with other organizations. CAEDO’s tagline, “Building Sustainable Livelihoods for Communities”, encapsulates this mission.

CAEDO is governed by a five-member Board of experienced development professionals with extensive expertise in community development and financial services in Afghanistan and other countries.

CAEDO is led by an Executive Director (ED) who reports directly to the Board of Directors (BoD). The organizational structure includes a Deputy Executive Director (Dy. ED) who reports to the Executive Director (ED) and plays a pivotal role in shaping the strategic direction, overseeing operational management, and ensuring the successful execution of programs. The Dy. ED works to align CAEDO’s activities with its mission and strategic objectives while strengthening partnerships and fostering stakeholder engagement.

Job Descriptions:

Duties & Responsibilities

1. Strategic Leadership & Organizational Development:

  • Support the ED in providing strategic leadership and direction for CAEDO’s operations and programs.
  • Assist in developing and implementing CAEDO’s strategic plan, ensuring organizational growth and sustainability.
  • Lead specific initiatives and innovations that contribute to CAEDO’s mission.
  • Represent CAEDO in key meetings, conferences, and forums in coordination with the ED.

2. Program Oversight & Management:

  • Oversee program planning, execution, and evaluation to ensure effective implementation of activities.
  • Support the identification, design, and implementation of new projects aligned with CAEDO’s objectives.
  • Ensure that program activities meet the donors’ and the government’s regulations and requirements.

3. Policy Development & Compliance:

  • Assist the ED in developing policies and internal guidelines to ensure operational efficiency and compliance with national and international standards.
  • Ensure that CAEDO’s policies and strategies are implemented effectively across all departments.

4. Fundraising & Proposal Development:

  • Support the ED in identifying funding opportunities and developing relationships with donors.
  • Contribute in drafting project proposals, concept notes, and fundraising documents.
  • Assist in maintaining donors’ relationships and ensuring compliance with donors’ requirements.

5. Financial & Human Resource Oversight:

  • Support the development and implementation of strong financial management systems.
  • Assist in budget planning, expenditure tracking, and financial reporting in coordination with the finance department.
  • Ensure efficient human resource management, including recruitment, capacity building, and performance evaluation.

6. Communication & External Relations:

  • Act as a key spokesperson for CAEDO in the absence of the ED.
  • Strengthen CAEDO’s relationships with government authorities, donors, and other stakeholders.
  • Ensure clear and effective communication of CAEDO’s work through reports, publications, and media engagement.

7. Monitoring, Evaluation & Reporting:

  • Oversee the development of monitoring and evaluation frameworks for CAEDO’s projects.
  • Ensure that periodic progress reports are prepared and submitted to the ED for review and dissemination.
  • Assist in compiling organizational reports, including the donor-specific reports.

8. Accountability & Reporting:

  • The Dy. ED reports to the Executive Director, providing regular updates on operational progress, challenges, and strategic priorities.
  • Ensure accountability across CAEDO’s programs and departments in accordance with CAEDO’s policies.

9. Additional Responsibilities:

  • Perform any other duties as assigned by the ED and/or BoD to support CAEDO’s mission and operations.

Job Requirements:

Qualifications & Requirements:

  • Bachelor’s degree in Business Administration, Economics, Social Sciences, or a related field.
  • At least five years of relevant experience in leadership, program management, or organizational development, preferably in the NGO sector.
  • Strong understanding of financial services, community development, education, health, agriculture and social protection programs.
  • Experience in fundraising, proposal writing, and donor engagement.
  • Good strategic planning, communication, and leadership skills.
  • Ability to work effectively with government authorities, donors, and community stakeholders.
  • Strong analytical and problem-solving skills with a proactive approach.
  • Fluency in English, Dari, and Pashto.
