Western ISP & ICT Solutions Services Company began its business operation as a hardware and network solutions providing company in January 2016, and the company has developed the team for running ISP business during the year of 2017 and collaborated with leading ISP and GSM companies in Afghanistan. The Company invested in ISP section and in a short period of time it has built its infrastructure to operate as an independent ISP company and acquired its ISP license from Ministry of Communication and information technology – ATRA (Afghanistan Telecommunication Regulatory Authority in May 2022. Western is focusing exclusively in high quality and cost-effective internet services across Afghanistan. We are advancing on a tremendous pace and with involvement of skilled and experienced people working in the organization. Western is aimed to provide solutions and ISP services for all sectors and sections in Afghanistan.
1. Conduct pre-implementation surveys to assess site coordination (e.g., terrain, existing infrastructure) and identify potential challenges (e.g., utility conflicts).
2. Work with local authorities and property owners to secure access permission.
3. Design optimal fiber routes in collaboration with engineers, ensuring minimal disruption to existing infrastructure and communities.
4. Verify availability of materials (e.g., cables, splice closures) and equipment (e.g., OTDR, power meter/light source and fusion splicer) for site deployment.
5. Direct and monitor technicians, subcontractors, and laborers during installation activities (e.g., trenching, splicing and testing).
6. Ensure tasks are executed in sequence (e.g., cable laying before splicing and adhere to project timelines.
7. Inspect installations to verify compliance with technical specifications (e.g., splice loss, proper cable bending radius).
8. Resolve on-site technical issues (e.g., fiber breaks, signal loss) and logistical challenges (e.g., unexpected underground obstacles).
9. Ensure strict adherence to safety protocols.
10. Mitigate environmental impact during construction.
11. Follow local building codes, city laws, and telecom regulations during site work.
12. Communicate with residents/businesses affected by installations to minimize disruptions (e.g., road closures, noise).
13. Resolve disputes with property owners, local authorities, or third parties (e.g., damage claims) 14. Maintain accurate documentation of fiber routes, splice points and network architecture using GIS mapping tools (e.g., Google Earth)
15. Provide daily/weekly updates to management on milestones, delays and resource usage.
16. Document safety incidents, equipment failures, or deviation from the plan.
17. Track material usage and reorder supplies to avoid delays.
18. Ensure site activities stay within budget by optimizing labor and material efficiency.
19. Manage deliveries and quality of materials from suppliers.
20. Oversee end-to-end network testing (e.g., OTDR, power meters) to validate performance.
21. Supervise restoration of landscapes, roads, or properties affected by the constructions.
1.Qualification:
Bachelor’s or Diploma in Telecommunications or a related field.
Certification in fiber optic installation (e.g., CFOT, FOA) is a plus.
2. Experience:
Minimum 2–4 years of experience in FTTH network deployment.
At least 2 years of experience in a supervisory or team leader role.
Hands-on experience in fiber optic installation, splicing, and testing.
3. Skills:
Strong knowledge of FTTH network architecture, GPON, and fiber optic components.
Ability to supervise, coordinate, and manage field teams.
Expertise in fiber splicing, OTDR testing, power meter testing, and troubleshooting.
Understanding of OSP (Outside Plant) construction, underground & aerial fiber deployment.
Familiarity with safety regulations and industry standards.
Ability to read and interpret technical drawings, network schematics, and project plans.
Strong problem-solving, decision-making, and communication skills.
Proficiency in project tracking tools and reporting.
