About Bakhter Development Network - BDN:

Bakhter Development Network (BDN) was established and officially registered in Afghanistan in 2001 as an Afghan non-governmental, non-profit, non-political, and developmental organization. BDN operates in accordance with its constitution in three main thematic areas: health, education, and agriculture and livestock. With its current focus on public health and nutrition, BDN helps communities achieve their developmental goals, while its wider vision is a world of enabled communities working towards a brighter future.

Currently, BDN is engaged in multiple initiatives, including the Health Emergency Response Additional Financing (HER AF) project in Balkh, Maidan Wardak, and Kapisa Provinces. BDN is also implementing projects such as the Targeted Supplementary Feeding Program (TSFP), the Community-Based Nutrition Intervention (CBNI) in Balkh, Badakhshan, and Kunduz Provinces, as well as the GC 7 project in Balkh and Maidan Wardak Provinces.

Job Descriptions:

  • To assist program line managers, and supervisors in the planning and implementation of project(s)
  • To be fully aware of the responsibilities of MOPH (UNICEF, PPHD, and technical departments) and BDN toward project implementation.
  • To assure the HFs/HFs staff are chasing the QQC/M standards and vignettes, as well as timely community verification by the provincial team
  • To ensure the sensitivities and nature of the TPM monitoring
  • To follow standard reporting timelines as per project contract reporting formats and provide quality and timely reports to the line supervisor.
  • To ensure that all relevant staff are aware of the project time schedule (as approved in the contract) and update his/her line supervisor on a monthly basis;
  • To ensure that relevant project/HF staff understand the standard operation procedure (BDN and MOPH) for implementation of pay-for-performance process.
  • To closely monitor the performance of project key indicators versus targets on a monthly basis and make sure that effective action plans are developed to achieve project targets both at the provincial office and HF level;
  • To ensure that the project meets MINIMUM STANDARDS as specified in the project contract,
  • To ensure that BSC and NMC checklists are implemented in each HF once per quarter,
  • To ensure that the HMIS verification checklist is implemented once per month per HF,
  • To conduct slide presentation to all sub-office co-workers on policies, strategies, and supervision systems related to his/her field of expertise based on capacity building department-developed orientation plans;
  • To establish and maintain easy-to-access and meaningful filing system and record-keeping keeping;
  • To establish and maintain a tracking system of main activities for systematic measurement of the progress;
  • To have good coordination with partners (governmental and non-governmental), participate in all coordination meetings with UN, NGOs, and government agencies.
  • To perform supervisory and monitoring visits from Health Facilities at least twice/month.
  • To follow organization-established policies, procedures, and objectives;
  • To identify and make the decision to solve immediately any problem that interferes with the delivery of services or in achieving the project(s) objectives and provide a report to his/her immediate supervisor.
  • To conduct bi-weekly meetings with staff;
  • To improve coordination among the technical health manager, finance manager, and operation department to achieve project objectives and indicators in the most cost-effective way;
  • To submit accurate and quality reports to his/her supervisor;
  • To perform any other official task assigned by the line supervisor and Head Quarter team.

Job Requirements:

•    Education:  Master’s degree in public health (or a related field) 
•    Experience: 15 years of experience in health program management. 

Technical Skills
•    Proven skills in HR management, problem-solving, crisis management, and conflict resolution.
•    Proven skills in strengthening health systems in developing countries.

Other Skills:

•    Proven ability to manage change in staff practice, staff mentoring, and institutional development
•    Good computer skills in Word, Excel, and other MS Office applications.
•    Proven communication skills in the English language

Personal Characteristics: 

•    Training in project management, planning, M&E, and report writing
•    Ability to work in very remote areas and under difficult circumstances
•    Experience in managing multi-donor projects.
• A systematic approach to work and being able to apply modern concepts in health management, especially those applicable to clinical standards.
•    Flexible team player
