About DCA
DCA has been present in Afghanistan since 1988, focusing its interventions to herders and pastoralists communities’ resilience and enabling them to achieve long-term, inclusive and equitable development. DCA is currently implementing several livestock development and humanitarian programs in 29 Provinces of Afghanistan.

Project Summary:
In 2025, an estimated 22.9 million people in Afghanistan require humanitarian assistance, underscoring the urgent need for a comprehensive response, while funding level is extremely low. 55 per cent of the population is classified as food insecure. An estimated 3.5 million children under five and 1.2 million pregnant and breastfeeding women are expected to suffer from acute malnutrition this year. Additionally, 8.9 million children, including 888,000 with disabilities, will need Education in Emergencies (EiE) support. Recent floods in 2024 have severely impacted agriculture, destroying irrigation systems and limiting second crop cultivation. Locust infestations in northern districts of West region have been controlled with support from plant protection departments. Many returnees from Iran face limited livelihood opportunities, and livestock shelters have been damaged by floods. Recommendations include focusing on agricultural and food distribution support for affected farmers. FSAC team presented the flood response Dashboard to its partners and highlighted the severe impact of the flash flood on May 17-2024. The flood caused significant casualties and damage in various areas of Ghor, including Chaghcharan City, Dolayna, Tulak, Sharak, Lal wa Sarjangal, and Marghab districts. A total of 2,000 residential houses and 2,500 shops were destroyed. Meanwhile, 400 other houses suffered partial damage.
Project Objective: The project’s overall objective is to “improve the food security of households affected by multiple shocks; under IPC Phase3 and 4 as highly vulnerable and in need of emergency food assistance”. DCA’s intervention will bring timely assistance by the provision of Cash or in-kind assistance, and emergency agriculture kit to 4,006 food-insecure HHs in Charsada, Dolayna, and Sharhrak districts of Ghor province.
General Position Summary:
Ensure the timely and high-quality implementation of the humanitarian response project. Support processes and partner involvement in project implementation in the mutually agreed geographical locations. Coordinate with DCA’s SMT team and Provincial Management team in implementation of the drought response program. Regularly analyse and monitor the humanitarian situation in the province and provide information effectively to design an appropriate DCA led response. Lead and monitor the team and provide support to partners in consultations with CDCs, district and provincial level MRRD department in implementation of the response program focusing on social protection initiatives. Supervise the data collection process for beneficiary identification, data entry, orientation programmes to CDCs and monitoring/complaint committees at the village level and oversee the distribution of cash to vulnerable groups. Supervise and support in post distribution monitoring and reporting. Monitoring and Evaluation of the project activities. Support Country Team and Provincial Coordinator in preparation of baseline, post distribution monitoring, data base development and writing final report.
