Role Purpose:

The Shelter Engineer is responsible for the planning, technical design, implementation, supervision, and monitoring of shelter-related construction and rehabilitation activities in line with organizational and cluster standards. The position ensures the delivery of high-quality, context-appropriate shelter solutions to disaster-affected populations while considering cultural norms, environmental factors, and sustainability.

Key Tasks and Responsibilities:

Technical Assessment, Design & Planning

• Conduct comprehensive technical assessments in the target communities of Chall, Farkhar, and Ishkamish districts to:
  • Identify shelter needs.
  • Evaluate existing housing conditions.
  • Assess construction feasibility under the OCHA14 project and other relevant initiatives funded by DANIDA and other donors, as needed.
  • Shelter Design
• Design context-specific transitional shelters and shelter repair solutions that are:
  • Disaster-resilient.
  • Culturally appropriate.
  • Tailored to local needs and environmental conditions.
  • Technical Documentation
• Prepare detailed Bills of Quantities (BoQs), technical drawings, and shelter typologies in line with ESNFI cluster guidelines.
• Ensure these documents are informed by community consultations and applicable to various Mission East projects, including OCHA14, SPA25, SPATU, and others.
• Disaster Risk Consideration: Integrate hazard risk analysis such as flood, landslide, and avalanche risks into shelter site selection and design processes to minimize vulnerability.
• Support to Local Partner (ODSAD): Lead and support technical beneficiary selection and assessment activities jointly with Mission East’s local partner ODSAD, particularly in Eshkamish, Farkhar, and Chall districts.
• Local Material Utilization
• Identify and recommend locally available, disaster-resilient construction materials, prioritizing:
  • affordability 
  • Availability
  • Ease transportation and use in remote areas.
• Inter-agency Coordination and Assessments: Actively participate in inter-agency and joint assessments at the regional level in coordination with:
  • ESNFI Cluster,
  • OCHA,
  • ANDMA,
  • Department of Refugees and Repatriation (DoRR), and
  • Other international and national NGOs.

Project Implementation & Supervision

• Oversee day-to-day shelter construction activities, ensuring high-quality and timely implementation across all project sites, including OCHA14, SPA25, and other Mission East projects in Takhar and, as needed, at the regional level.
• Supervise and mentor local skilled and unskilled laborers engaged under the OCHA14, SPA25, and other shelter or construction projects of Mission East, ensuring adherence to technical standards and safety protocols.
• Ensure shelters are constructed in compliance with agreed standards by conducting regular quality control checks using standardized checklists and technical site supervision tools.
• The shelter Engineer is responsible to support the local Partner (ODSAD) through participation in the monitoring and field visit of transitional shelter and upgrading the damaged shelter with provision of technical guidelines.
• Environmental Considerations- Ensuring sustainable and eco-friendly shelter solutions
• Safety & Compliance- Ensuring safety measures at construction sites and adherence to regulations
• Coordinate with service providers and vendors to ensure the timely procurement and delivery of quality construction materials to all active project sites.
• Support additional tasks assigned by the line manager related to the implementation of OCHA14, SPA25, and other Mission East projects in Takhar and the wider region, as required.

Community Engagement & Accountability

• The shelter Engineer is responsible to conduct the technical community inception meeting and project technical explanation meetings in jointly manner with participation of ODSAD the local partner under this project with engaging the shelter beneficiaries and villagers.
• Integrate feedback from female-only focus group discussions into final shelter design, as per Mission East’s commitment to localization and gender inclusion.
• Build capacity of community members on safe shelter construction through training and awareness sessions.
• The shelter engineer is responsible to complete the MOU signing agreement process with each individual beneficiaries and make sure that the responsibilities are clear between ME and beneficiaries.
• The shelter Engineer will be accountable to respond technically for the community and beneficiary’s feedback.

Coordination & Reporting

• The Shelter Engineer is directly supervised by the Emergency Program Manager (PM) and provides regular updates through monthly reports and field visit reports.
• Collaborates closely with the Emergency Response (ER) Project Manager, MEAL team, Logistics, and Administration teams to ensure the smooth and timely implementation of shelter activities.
• When required, coordinates with GIHA and other relevant working groups in alignment with the Emergency Shelter and Non-Food Items (ESNFI) Cluster standards and guidelines.
• Maintains regular coordination with Mission East’s local partner, ODSAD, particularly on beneficiary selection, technical assessments, and monitoring.
• Provides technical feedback and guidance to ensure quality implementation by ODSAD.
• Liaises with local authorities such as the Directorate of Economy (DoE), Afghanistan National Disaster Management Authority (ANDMA), village councils, and other ESNFI cluster partners to ensure effective coordination and alignment of shelter interventions.
• Prepares and submits weekly progress reports, field visit reports, construction tracking sheets, and technical annexes to support donor reporting requirements.
• Assists the ER Project Manager in site planning, work planning, and evaluating contractor performance to ensure quality and timely delivery of shelter solutions.

Compliance & Safeguards

• Ensure that shelter activities comply with Mission East’s Code of Conduct, Safeguarding, Do No Harm, and Protection principles.
• Monitor labour practices to prevent child labour, exploitation, or unsafe working conditions.

Incorporate disability-accessible features in shelters and identify site-specific protection concerns (e.g., GBV risks, terrain hazards).

You will have the following experience, skills and qualifications:

Qualifications and experience required:

• At least 4 years of relevant experience
• Familiarity with local materials and rural supervision.
• Willingness to travel in Takhar in targeted districts
• Experience with AHF, ESNFI standards, AutoCAD use, and contractor management.

Skills and Competencies required:

• Interpersonal skills, cultural sensitivity.
• Fluent in Dari; Pashto/English desirable.
• Strong logistics/problem solving.
• Field resilience.

Education:

bachelor’s in civil/Structural and Geology engineering
