Vision Development Organization (VDO) is an independent, social and legal non-profit, non-political and non-governmental organization established in January 07, 2015. The organization is establish and run by an Afghan women with a strong and committed team to respond  to the development needs of Afghanistan such as; legal, educational, advocacy, human rights, environmental, health and economical perspectives. VDO is committed to work for the welfare and progress of society with focus on abovementioned areas. 

• Contribute to the development and review of HR Policies and Procedures.
• Ensure the quality and compliance of HR documentation in compliance with Afghanistan’s law and regulations and develop reports as required.
• Preparing vacancy announcements, applications screening, long listing, shortlisting based on criteria.
• Lead issuance of new employee contracts and contract variations.
• Preparing offer letters, salary negotiations with new staff, contracting staff.
• Provide initial point of support to employees on HR systems.
• Monitor and respond to telephone and HR mailbox queries and provide advice, guidance and support to both managers and employees across all aspects of the employee life cycle, escalating where appropriate.
• Coordinating HR issues including time-sheets, payroll, leave requests, leave records, and staff movement sheet for VDO core and project staff.
• Lead employee records related to hiring, transferring, promoting, and terminating.
• Lead processing and data entry of all paper and electronic HR data against quality standards and agreed timeframes.
• Administer and support the implementation of changes or modifications to HR systems and processes to ensure they are fit for purpose.
• Coordinate the production and development of management information for the purpose of producing HR reports and metrics.
• Organizing trainings and events for staff for building their capacities based on assessment of their capacities and areas of need.
• Coordinate and undertake auditing of employee files for the purpose of accuracy and correctness against standard processes, delegations and business requirements.
• Provide back up support for payroll.
• Manage HR systems and databases for the provision and management of HR operations and services ensuring accuracy of records and information.
• Process international staff and faculty invitations, visas, work permit renewals and police cards on regular basis and maintain and update its record in database.

Recruitment and Selection:

• Provide advice on position descriptions, advertising content and options for publication.
• Monitor the applications mailbox and forward screened applications to recruiting managers
• Coordinate recruitment activities including scheduling interviews, performing reference checks, managing correspondence during the recruitment process and all associated tasks.
• Contribute to the development and delivery of a standard corporate induction and on boarding program to all new staff

Learning and Development:

• Organize learning and development training sessions and orientation programs as required
• Maintain and update employee personnel records on HRIS with learning and development activities and compliance details
• Publish and maintain the annual training and events calendar on regular basis
• Demonstrate a commitment to Healthy Work Style policies and procedure and contribute to the development of health and wellbeing initiatives
• Coordinate administration processes for probation reviews, monitor performance management reviews and maintain up-to-date reports for the management’s review
• Maintain and enhance professional knowledge and technical skills by keeping up to date with new developments and relevant trends
• Undertake any reasonable additional tasks as instructed by the VDO Management.

Communication:

• Oversee and ensure sufficient communication to managers and employees and accessibility/ availability of reporting
• Manage internal communication programs including use of official email and workplace
• Support HR on communicating organizational policies, significant organizational changes and appointments
• Acts as a creative and strategic thinker, capable of consulting with leaders to develop and implement communications strategies across various media including traditional and social media.

• Master’s degree in Business Administration, Human Resources Management, or a related field.

• Minimum of five (5) years of progressive professional experience in Human Resources Management.

• In-depth knowledge of HRM principles, Afghan labor laws, and the dynamics of the higher education or non-profit sector.

• Strong planning, research, reporting, and organizational capabilities.

• Excellent verbal and written communication skills in English and local languages.

• Demonstrated leadership, interpersonal, and presentation skills.

• Proficiency in HRIS platforms, Microsoft Office Suite, and data analysis tools.
