About Ministry of Water and Energy:

In accordance with the Decree of the presidential office of Afghanistan in view of national politics and strategy of the country during 1383, the Ministry of Water and Energy (MWE) has been established from two existing ministries: Ministries of Energy, Water Resources and Environment.

The Government of Afghanistan has identified the rehabilitation and expansion of the country's physical infrastructure as one of its highest priorities for the reconstruction and development of Afghanistan. As part of the basic economic infrastructure of the country, the Energy and Water sector occupies special prominence in the Government's development plans. Several major power sector projects, funded by the National Development Budget and by international financial institutions and donors, are presently under implementation and planning under the general oversight of the Ministry of Water and Energy (MWE).

Given the technical complexity of the Energy and Water sector and the particular demands posed by the coordination of the projects that are being funded by various sources, the MWE assists its administration that will be based in Kabul and will reinforce MWE in its internal and external activities and projects smoothness and speediness in fulfilling its obligations for energy and water sector development.

Job Descriptions:

Over all view and role;

to leads the technical design, review, calculation and coordination of high-voltage substation projects, ensuring safe, reliable, and standards-compliant engineering solutions from concept through construction. This role focuses on ensuring that substation systems are engineered to be safe, reliable, cost-effective, and compliant with applicable standards and design requirement.

Duties & Responsibilties: 

  • Oversee the full engineering lifecycle of substation projects, from concept through construction support.
  • Prepare, review, calculation detailed designs including general arrangements, grounding, protection & control, and one-line diagrams based on standard codes.
  • Developing, calculation detailed substation design drawings (e.g., one-line diagrams, general arrangements, grounding, control schematics) and all components of substation which complete design requirement based on standard codes.
  • Specifying substation equipment such as power transformers, breakers, switches, and bus    systems and all equipment which complete substation requirement components based on standard codes.
  • Ensuring compliance with electrical codes, safety regulations, and utility/industry standards (e.g., IEEE, NEC, NESC, IEC).
  • Leading interdisciplinary coordination between electrical, civil, structural, and protection & control teams.
  • Providing technical support during procurement, construction, and commissioning phases.
  • Supporting project managers with technical input, schedule alignment, and design deliverables.
  • Provide high-level engineering input for high-voltage (HV) and medium-voltage (MV) substation equipment like transformers, circuit breakers, disconnect switches, and bus configurations.
  • Perform technical studies such as load flow, short circuit, grounding, and insulation coordination.
  • Ensure all designs meet regulatory standards (e.g., IEEE, IEC, NEC, NESC, utility standards).
  • Preparing and making of TOR, Technical specification, Narrative for substation projects.
  • Validate those designs comply with safety, environmental, and operational requirements.
  • Review and approve engineering work done by junior engineers or design staff.
  • Responding and answering of RFI, comments and modifications based on standard codes and design requirement.
  • Estimate quantities, cost, and resource needs for substation systems.
  • Mentor team members and contribute to process improvements and best practices.
  • Provide technical support during equipment installation, field testing, and system energization.
  • Conducting and implementation of testing and commissioning of substation in final phase.
  • Resolve any design-related issues during construction.
  • Creating and reviewing physical and electrical substation layout designs.
  • Coordinating with other engineering disciplines (civil, structural, protection & control).
  • Supporting construction and commissioning through technical expertise.
  • Review detailed substation design drawings, schematics, and technical specifications which   compliance with industry codes and standards (e.g., IEEE, IEC, NEC).
  • Identify design errors, inconsistencies, or potential safety risks and recommend corrective actions.
  • Evaluate equipment selection and system configurations for reliability and performance.
  • Collaborate with design engineers to clarify design intents and ensure improvements.
  • Provide formal assessments or approval reports on design quality and readiness.
  • Support risk assessments and ensure designs meet regulatory and design requirement.
  • Contribute to continuous improvement by providing feedback and lessons learned.
  • Understanding and working with engineering design software like AUT CUD, ETAPS, PLS-CADD and others substation’s software.

Job Requirements:

Required Skills and Qualifications

  • Educational Background:
    At least bachelor’s degree in Electrical Engineering, Electrical power system, or a related field is required with 7 years related field experienced and Master’s degree with 5 years related field experienced, Master’s degree preferred.
  • Experience:
    Minimum of 7 years of professional experience in designing of high, Medium and low voltage substations with a focus on step-up, step-down substations and all related components of substation which compliance with standard codes and design requirement.
  • Technical Skills:
    • Proficiency in substation design software such as, and AutoCAD, ETAPS, PLS-CADD and others substation’s software’s
    • Knowledge of substation system components, including all equipment of substation.
    • Experience with all different type of substations.
  • Standards & Codes Knowledge:
    Familiarity with NEC, IEC, IEEE, BS and local electrical codes, as well as safety and permitting requirements for substations projects.
  • Language:
    Fluency in English is required. Additional languages are a plus.
