Job Descriptions:

Overall Purpose of the Role

The Civil/Hydraulics Engineer will serve as a core technical staff member in the engineering team, responsible for the design, review, and supervision of dams and appurtenant hydraulic structures. The role combines office-based technical design with field supervision, coordination with stakeholders, and capacity-building of junior engineers.

Key Duties and Responsibilities

1. Technical Design & Analysis

  • Design various types of dams (concrete gravity, earth-fill, rock-fill, arch) and appurtenant hydraulic structures (spillways, intakes, headrace channels, penstocks, tailrace canals).
  • Conduct and support feasibility studies, including hydrological, geological, geotechnical, and hydraulic assessments.
  • Perform design calculations and stability analysis using both hand calculations and specialized software (GeoStudio, CADAM, SAP2000, Civil 3D, FEM tools).
  • Prepare detailed engineering drawings, BOQs, and cost estimates.
  • Review and verify external design packages and feasibility studies.
  • Ensure all designs comply with international standards (USBR, ASCE, ASTM, ACI, ICOLD, USACE).

2. Project Support & Coordination

  • Support the Project Manager and Senior Engineers in preparing technical documents, reports, and presentations.
  • Participate in technical board meetings, procurement evaluations, and negotiations with contractors/consultants.
  • Contribute to the preparation of Terms of Reference (ToRs), technical specifications, and tender documents for dam-related projects.
  • Provide timely technical inputs for monthly and quarterly project progress reports.

3. Field Supervision & Quality Assurance

  • Undertake regular site visits to monitor construction activities and provide technical guidance and troubleshooting.
  • Ensure that contractors comply with approved design, technical specifications, quality standards, and safety/environmental regulations.
  • Prepare site supervision reports, highlighting progress, issues, and recommendations.

4. Capacity Building & Knowledge Transfer

  • Mentor junior engineers and CAD staff in dam/hydraulic design methodologies and standards.
  • Conduct on-the-job training, workshops, and technical sessions for project team members and government counterparts.
  • Share best practices, lessons learned, and innovative design approaches within the engineering unit.

5. Other Duties

  • Perform any additional tasks assigned by the supervisor to support project implementation.

Key Deliverables

  • Verified and approved feasibility studies, design reports, and technical reviews.
  • BOQs, drawings, and cost estimates for dam projects.
  • Technical specifications and ToRs prepared for procurement and tendering processes.
  • Monthly progress reports and field supervision reports.
  • Documented training and capacity-building sessions for staff and counterparts.

Job Requirements:

Qualifications and Experience

  • Education:
    • Master’s degree in civil/Hydraulics engineering (specialization in Dam Engineering / Hydraulic Structures).
    • Bachelor’s degree with significant dam-related experience may be considered.
  • Experience:
    • 5–15 years of progressive experience in dam and hydraulic structure design, feasibility studies, and construction supervision.
    • Proven experience with large dam projects (concrete, earth-fill, rock-fill, arch dams).
    • Field supervision experience on dam or large hydraulic infrastructure construction projects is an asset.
  • Technical Skills:
    • Proficiency in GeoStudio, CADAM, SAP2000, Civil 3D, FEM-based analysis tools.
    • Strong understanding of hydraulic modeling, seepage analysis, slope stability, seismic analysis, and structural design.
    • In-depth knowledge of international design codes and standards (USBR, ASCE 7-10, ASTM, ACI, ICOLD, USACE).
  • Language Requirements:
    • Excellent command of English (spoken and written).
    • Knowledge of local languages is an advantage.
  • Other Competencies:
    • Strong analytical and problem-solving skills.
    • Effective communication, coordination, and teamwork abilities.
    • Willingness and ability to travel frequently to provincial project sites.
    • Strong commitment to capacity building and knowledge transfer.
