NCA seeks a highly competent, highly motivated M&E Officer, a self-starter who can set personal goals, train themselves, independently identify solutions, and build an efficient team. The post-holder is articulate and can work across all departments and CSO partner organisations.

Main Tasks of the Position:

  • Collaborate with program team and IPs to design logframes, M&E plans, and results frameworks for diverse projects
  • Develop and standardize data collection tools (e.g., surveys, questionnaires, KII guides, FGD guides) tailored to project indicators.
  • Design and set up an appropriate MIS to streamline data flow, storage, and analysis.
  • Lead the planning and execution of baseline, mid-term, and end-line evaluations.
  • Conduct regular field monitoring visits (at least 50% of time) to validate project activities, observe delivery quality, and collect qualitative evidence.
  • Provide technical support and training to NCA staff and partners on correct data collection methodologies and tools.
  • Perform routine data quality assessments (DQA) and audits to verify the accuracy and reliability of data received.
  • Clean, process, and manage data within the MIS to prepare it for analysis and reporting.
  • Analyze quantitative and qualitative data to track progress against indicators and measure intended/unintended impact.
  • Prepare high-quality, timely reports for internal management and donors, highlighting progress, challenges, and lessons learned.
  • Track and support program team input into the NCA PIMS and other designated MIS.
  • Train program staff and partners on M&E processes, tools, data collection methods, and the use of the MIS.
  • Provide ongoing technical guidance and support to ensure partners are regularly reporting on outcomes through agreed M&E processes.
  • Support NCA & partners in adhering to accountability standards (CHS, Sphere) and effectively using CRM.
  • Engage with communities through accountability workshops and feedback mechanisms (e.g., CRM).
  • Systematically collect, analyze, and channel community feedback to program teams to improve quality and relevance.
  • Document and disseminate lessons learned and best practices among project teams and partners to foster continuous improvement.
  • Ensure all M&E activities are conducted in an ethical manner, prioritizing the safety and dignity of beneficiaries.

Job Requirements:

Required Education and Experience:

  • Bachelor’s degree in Statistics, Economics, Computer Sciences, or a related field.
  • Minimum 5 years of proven experience in developing M&E systems and logframes for humanitarian, and development projects.
  • Hands-on experience in field data collection, data quality assurance, and working with digital data collection tools (ODK, KOBO).
  • Certifications in project M&E, logframe analysis, or results-based management (RBM) will be an advantage.
  • Demonstrated experience in data analysis, visualization, and report writing.

Required Skills:

  • Strong analytical and conceptual skills.
  • Proficiency in quantitative and qualitative research methodologies.
  • Technical proficiency in MIS platforms and data analysis software (e.g., KOBO Toolbox, Power BI, SPSS, Excel).
  • Advanced skills in data management and validation techniques.
  • Expertise in using and troubleshooting digital data collection applications.
  • Advanced proficiency in data analysis and visualization software (e.g., Excel and Power BI).
  • Exceptional written communication and report-writing skills.
  • Ability to synthesize complex data into clear, concise, and actionable insights.
  • Excellent training, facilitation, and mentoring skills.
  • Ability to translate complex M&E and MIS concepts into easy-to-understand training materials.
  • Strong qualitative data collection skills (e.g., facilitating FGDs).
  • Skills in managing feedback loops
  • English, Dari and Pashot languages.
