Job Descriptions:

The Head of Admin & HR is responsible for leading the strategic and operational management of the Human Resources and Administration functions within the company. This role ensures that Las Pay’s human resources management strategy aligns with business goals, regulatory compliance, talent management, and operational efficiency. The position oversees HR policies, recruitment, staff development, performance management, compensation, organizational culture, and office administration.

Job Requirements:

The Head of Admin & HR is responsible for leading the strategic and operational management of the Human Resources and Administration functions within the company. This role ensures that Las Pay’s human resources management strategy aligns with business goals, regulatory compliance, talent management, and operational efficiency. The position oversees HR policies, recruitment, staff development, performance management, compensation, organizational culture, and office administration.

1. Human Resources Management

  • Develop and implement a forward-looking HR strategy aligned with the company's objectives.
  • Review and update HR policies and procedures in compliance with national labor laws and industry best practices annually.
  • Lead workforce planning and succession strategies in alignment with department needs and business targets.

 

2. Recruitment & Onboarding

  • Oversee full-cycle recruitment, from job posting to onboarding, ensuring fair, inclusive, and efficient hiring practices.
  • Collaborate with department heads to identify hiring needs, role requirements, and resource gaps.
  • Oversee effective onboarding processes to integrate new hires into the company’s systems and culture.

 

3. HR Administration & Compliance

  • Prepare, review, and manage the monthly staff payroll, ensuring accuracy, confidentiality, and compliance with Las Pay policies and Afghan labor law
  • Coordinate with Finance for payroll reconciliation, including taxes and benefits
  • Maintain staff files, contracts, and HR-related documentation in compliance with audit standards.

4. Talent Management & Development

  • Design and implement employee development and training programs to build internal capabilities.
  • Support leadership and employee growth through mentoring, coaching, and upskilling.
  • Develop career progression paths and internal mobility strategies to retain high-potential staff.

5. Performance Management

  • Lead and monitor the annual appraisal process for staff, ensuring timely completion and proper documentation.
  • Provide training for managers and staff on performance feedback, goal setting, and improvement plans.
  • Promote professional development and training opportunities

 

6. Compensation & Benefits

  • Review and maintain competitive salary scales, benefit structures, and incentive schemes.
  • Advise leadership on salary benchmarking, cost controls, and staff retention tools.

 

7. Employee Relations & Legal Compliance

  • Act as the focal point for employee relations, grievances, and conflict resolution.
  • Ensure compliance with local labor laws, regulations, and FinTech sector employment requirements.
  • Liaise with legal advisors or government bodies as necessary regarding employment matters

 

8. Administration Management

  • Oversee office administration functions, including facilities, logistics, supplies, record keeping, and service contracts.
  • Ensure a secure, safe, and well-functioning work environment.
  • Manage administrative budgets and procurement for office operations.

 

9. Organizational Culture & Engagement

  • Promote a value-driven and inclusive organizational culture.
  • Lead employee engagement initiatives, surveys, recognition programs, and team-building events.
  • Foster transparency, internal communication, and a positive work environment.
