WVA targets the most vulnerable in its interventions; including children, women, Internally Displace Persons (IDPs), and returnee refugees, as well as the most impoverished and marginalized families. Our work is well established in Herat, Badghis, Ghor, and Faryab provinces in the western region of Afghanistan. We work closely with all levels of society including children, parents, teachers, village councils, religious leaders, ministries, provincial departments, and other national and international agencies.

Job Descriptions:

Job-purpose

This is a full-time, grant-funded Cash and Markets Officer Position with regular travels to selected districts in Faryab Province. The Cash Officer ensures timely implementation and reporting of Market assessments and Cash assistances, participate in the beneficiary selection, verification, and registration with the MEAL unit, ensure the development of cash assistance plans including risk plan, coordinates with the financial service provider (FSP) via the Supply Chain unit. Ensure that all cash distribution processes and activities are in line with WVA-endorsed Standard Operating Procedures (SOPs), procedures, and Donor agreements, provide regular updates to project manager, on all project activities including beneficiary selection, verification, and cash distribution, assessments to reflect them to the FSAC Report hub. The incumbent will be responsible for providing supervision to 4 Community Based Facilitators/CBFs. H/She performs under the leadership of Project Manager.


Major Responsibilities: 

Timely Delivery of Assistance:

  • Conduct community mobilization and sensitization meetings
  • Lead beneficiary selection, verification, and registration with MEAL
  •  Conduct rapid market assessments and price monitoring to ensure market functionality and accessibility
  • Prepare cash assistance plans (conditional & unconditional), submit for approvals, and coordinate with Supply Chain and FSP for distribution.
  • Facilitate participatory mapping for livelihood asset rehabilitation and Cash-for-Work projects
  • Participate in Markets Assessment and monthly price monitoring
  • Participate in review. update and development of CVA standard operating Procedures (SoPs) and ensure New Project staff are inducted and oriented on the use of SoP
  • Participate in baselines surveys and vulnerability assessment with MEAL unit to identify the vulnerable households for cash assistance.
  • Prepare cash assistance plans, take the necessary approvals from various units including project Manager, security manager and zone manager, and submit to Supply Chain unit for further process with the financial service provider (FSP).
  • Participate in conduct gender-sensitive market assessment of target areas for cash distributions to identify existing markets and women’s market access.
  • Coordinate closely with the Project Manager to ensure timely implementation of the project activities and get readiness for timely distribution of cash for the target communities.
  • Ensure that all cash distribution process and activities are in line with WVA endorsed SOPs and procedures.
  • Ensure that proper community development practices and “Do No Harm” practices are incorporated and upheld throughout the implementation of the project.
  • Provide regular updates to Project manager and Zonal manager on project activities including beneficiary selection, verification and cash distribution.
  • Travel regularly to all project sites to ensure proper implementation and quality of project activities and prepare cash distribution plan-based completion percentage of the work.
  • Conducting coordination meeting with community elders and line departments on cash distribution activities.
  • Maintain excellent working relations with project stakeholder, partners and other contractors.
  • Ensure project activities and hiring of the labours are in compliance with government rules and regulations.
  • Raise and submit PRFs for selection of cash distribution contractor and contribute in selection if contractor.
  • Represent the WV in cash and voucher working groups meetings in the provincial level.
  • Ensure project activities follow government rules and regulations.
  • Submission of monthly cash requests for project operations
  • Ensure proper filling in a way that can be audited.
  • Other tasks assigned by the Cash and Market Supervisor.

Data collection and reporting

  • Regular field visit, monitor, document and report work progress to cash for work on daily and weekly basis. And to project manager
  • Participate in preparation of project reports as per WVA and donor guideline
  • Logistical planning of distributions and other field activities (procurement, Movement, cash advance etc.
  • Provide the Cash and Market Supervisor and project manager and monitoring team the relevant information for project reports and surveys;
  • Compile data collected from assessment and surveys with close coordination of the MEAL department for reporting purposes;
  • Arrange all necessary logistics for activities of projects including workshops and trainings

Reporting planning, Monitoring and Evaluation and supervision

  • Submission of monthly cash requests for project operations
  • Responsible to provide daily reconciliation report and monthly distribution report to FSL Manager
  • Ensure cash distributed to the selected beneficiary-based identification cards (LMMS or Paper cards) according to project criteria.
  • Prevent for any fraud, corruption of allocated distributions to project beneficiaries.
  • Provide supervision to CBFs and any guidance need for the performance.

Accountability

  • Ensure full compliance with WVI’s Accountability Frameworks, Safeguarding Policies, Code of Conduct, and donor requirements by actively participating in AAP mandatory trainings and integrating accountability mechanisms into all project activities.
  • Conduct meaningful AAP community engagement and sensitization during field visits, including distribution of CFM cards to beneficiaries and facilitating awareness sessions on the feedback and complaints mechanism throughout project implementation.

Required Professional Experience

At least two years of experience working with NGOs in Cash, Food and Voucher Programming in an emergency context.

Required Language(s)

Fluency in English, Dari and/or Pashto, both written and spoken

Required travel and/or work environment accommodations

This position is based in Badghis with regular travel to districts

Position’s physical requirements

Being in good health and physical conditions.
