About Ministry of Water and Energy:

In accordance with the Decree of the presidential office of Afghanistan in view of national politics and strategy of the country during 1383, the Ministry of Water and Energy (MWE) has been established from two existing ministries: Ministries of Energy, Water Resources and Environment.

The Government of Afghanistan has identified the rehabilitation and expansion of the country's physical infrastructure as one of its highest priorities for the reconstruction and development of Afghanistan. As part of the basic economic infrastructure of the country, the Energy and Water sector occupies special prominence in the Government's development plans. Several major power sector projects, funded by the National Development Budget and by international financial institutions and donors, are presently under implementation and planning under the general oversight of the Ministry of Water and Energy (MWE).

Given the technical complexity of the Energy and Water sector and the particular demands posed by the coordination of the projects that are being funded by various sources, the MWE assists its administration that will be based in Kabul and will reinforce MWE in its internal and external activities and projects smoothness and speediness in fulfilling its obligations for energy and water sector development.

Job Descriptions:

Purpose of the Position:

The Senior Specialist for Energy Sector Planning and Analysis works under the framework of the Deputy Ministry for Energy within the Ministry of Energy and Water, and provides technical and advisory support to the Energy Planning Directorate in the areas of analysis, formulation, and management of energy sector development programs and plans.

The incumbent is responsible for conducting technical, economic, and structural analysis of energy programs and projects, and plays an active role in the development and improvement of the Ministry’s energy strategies and plans.

Furthermore, the specialist utilizes statistical and technical data to monitor the progress of energy programs, compile analytical results, and report findings to the Energy Planning Directorate and the Deputy Ministry for Energy for evidence-based decision-making.

The Senior Energy Sector Planning and Analysis Specialist works on a contractual basis and reports on their duties and activities to the Energy Planning Directorate.

Duties and Responsibilities:

  • Collaborate with the Energy Planning Directorate in the preparation of monthly, quarterly, and annual plans for the energy sector aimed at the development and improvement of national energy programs.
  • Conduct analysis of the current situation of the power sector and provide technical and analytical advice for the enhancement of the Ministry’s development plans and programs.
  • Contribute to the planning of short-term, medium-term, and long-term energy development projects, with a focus on analyzing energy capacity, resources, and demand.
  • Collect and analyze statistical and technical data of the energy sector to assess program progress and propose necessary reforms for improving sector performance.
  • Evaluate and analyze factors affecting the implementation of energy programs and projects, and provide technical solutions to overcome obstacles and improve plan execution.
  • Assist in the assessment of development plans and programs prepared by domestic and international institutions related to the energy sector, and provide analytical opinions and feedback accordingly.
  • Prepare analytical reports and assess the progress of energy projects and programs to support the Ministry’s technical and policy decision-making processes.
  • Conduct technical modeling and analysis of energy projects and systems using specialized software to assess and optimize the economic and technical dimensions of the energy sector.
  • Calculate and analyze losses in electricity transmission and distribution systems, considering technical and economic factors, in order to minimize energy losses.
  • Perform technical calculations for power generation, transmission, and distribution systems from production to final consumption, including the evaluation of load flows and transmission line capacities.
  • Develop and propose standards and benchmark programs for power supply systems in accordance with international codes and standards for the generation, transmission, and distribution of energy.
  • Utilize specialized power system analysis software such as DIgSILENT, ETAP, PSSE, and others to evaluate and enhance the performance of the power network.
  • Plan and analyze comprehensive programs for electricity generation, transmission, and distribution based on national requirements and the long-term objectives of the energy sector.
  • Analyze power loads of transmission lines and subsystems to determine the optimal capacity of substations and the requirements for reactive power compensation equipment.
  • Evaluate Load Flow Studies in national transmission and distribution networks and provide recommendations for improving system stability.
  • Prepare energy balance reports for generation, transmission, and distribution systems in compliance with technical standards and international benchmarks.
  • Forecast electricity demand and analyze consumption growth trends using analytical software to support strategic energy sector planning.
  •  Perform other legal and relevant tasks assigned by the Energy Planning Directorate.

Key Expected Results:

  • Prepare development plans and programs for the energy sector based on capacity analysis, resources, and national requirements, and propose them to the Energy Planning Directorate and the Ministry leadership for further implementation.
  • Conduct technical and economic analysis of energy projects using specialized software, and present results for project optimization.
  • Compile analytical reports and assessments of project and program progress to support the Ministry’s technical and policy decision-making.
  • Prepare and analyze the energy balance of electricity generation, transmission, and distribution systems in compliance with technical standards.
  • Analyze factors affecting electricity losses and propose technical and economic solutions to reduce energy wastage.
  • Forecast electricity demand and consumption growth based on statistical data and analytical software to strengthen strategic planning of the energy sector.
  • Analyze comprehensive plans and programs for electricity generation, transmission, and distribution, and provide technical recommendations for improving network structures.
  • Conduct regular evaluations of the energy sector’s performance and present strengths, weaknesses, opportunities, and threats in structured reports to the leadership of the Directorate.

Job Requirements:

Education, Experience, and Required Skills

  1. Education:

A degree in one of the following fields is required:

  • Electrical Engineering
  • Energy Engineering
  • Power Systems Engineering
  • Renewable Energy Engineering

Possession of a Bachelor’s, Master’s, or Doctorate degree in the above-mentioned fields particularly with a focus on energy sector analysis and planning, energy project management, or energy policy will be considered an advantage.

  1. Experience

With a Master’s degree: A minimum of 5 years of relevant work experience related to the duties of the position, including:

  • At least 2 years in the design, planning, or analysis of energy projects (generation, transmission, distribution, or renewable energy);
  • At least 3 years in the general energy sector (policy, planning, or project management).

With a Bachelor’s degree: A minimum of 7 years of relevant work experience related to the duties of the position, including:

  • At least 4 years of specific experience in energy projects;
  • At least 3 years of general experience in the energy sector or related technical institutions.

Experience in national and international organizations in energy planning, energy system analysis, or technical and economic studies of projects will be considered an advantage.

 

  1. Other Skills and Competencies (Short Courses, Professional Trainings, etc.)
  • Proficiency in the principles of energy project planning, analysis, and management;
  • Ability to work with specialized power system analysis software such as DIgSILENT Power Factory, ETAP, PSSE, Advanced Excel Tools, MATLAB, or HOMER, etc.;
  • Proficiency in project planning and management software, including MS Project and Primavera P6, for scheduling and evaluating energy project timelines;
  • Ability to collect, analyze, and interpret energy data using statistical and analytical tools;
  • Skills in preparing analytical and technical reports in national languages (Dari or Pashto) and English;
  • Full familiarity with national energy sector laws, regulations, and policies;
  • Capability in time management, teamwork, inter-agency coordination, and effective communication;
  • Fluency in one of the national languages (Dari or Pashto) and required proficiency in English for both spoken and written communication;
  • Proficiency in office software such as MS Office (Word, Excel, PowerPoint) and other relevant analytical tools.
