Job Descriptions:

 

Purpose of the Role

The Provincial Health Supervisor ensures effective management, technical oversight, and operational functionality of assigned two health facilities, Basic Health Centers (BHCs) in Farah Province. The role supports delivery of healthcare and nutrition services at facility and community levels in line with Afghanistan’s BPHS standards and donor requirements, ensuring services are accessible, high-quality, and gender- and diversity-sensitive.

Key Responsibilities

Program Management and Supervision

  • Lead the technical implementation of health and nutrition activities across all assigned facilities in Farah.
  • Supervise and mentor health facility staff, including Medical Doctors, Health Promoters, and PSS Counselors, ensuring high-quality service delivery.
  • Conduct regular site visits and supportive supervision to monitor performance, compliance, and timely implementation of project activities.
  • Monitor and strengthen referral systems from health facilities to higher-level health facilities.
  • Ensure all health services comply with BPHS guidelines, MoPH standards, health and nutrition clusters and donor requirements.

Procurement and Supply Chain

  • Oversee procurement, storage, and distribution of medicines, medical supplies, and nutrition supplements.
  • Monitor stock levels at facilities and prevent stockouts while maintaining quality and shelf-life standards.
  • Coordinate with logistics teams to ensure timely delivery of health and nutrition commodities.

Capacity Building

  • Assess training needs and provide on-the-job training, mentorship, and technical guidance to facility staff.
  • Build the capacity of Health Promoters and PSS Counselors in community engagement, health awareness, and psychosocial support.
  • Ensure all staff are knowledgeable of project indicators, reporting tools, and MEAL requirements.

Data Management and Reporting

  • Collect, validate, and analyze health facility reports, HMIS data, nutrition records, and PSS activity logs.
  • Prepare detailed technical reports on service delivery, trends, gaps, and recommendations.
  • Ensure data is used for adaptive management by program teams and submitted on time to be submitted to AHF via GMS and Health & Nutrition clusters.

Coordination and Community Engagement

  • Liaise with local health authorities, community leaders, and other stakeholders to ensure smooth project implementation.
  • Facilitate community dialogues and awareness sessions on maternal, child, and nutrition health, as well as psychosocial services.
  • Promote community participation and accountability, integrating feedback into project improvements.

Compliance and Quality Assurance

  • Implement quality assurance measures to ensure high-standard healthcare and nutrition services.
  • Ensure adherence to infection prevention and control (IPC) protocols in all facilities.
  • Support internal and external audits and act on recommendations promptly.

Other Responsibilities

  • Represent WASSA in technical meetings, coordination forums, and project-related discussions.
  • Support cross-cutting interventions, including gender equality, disability inclusion, and nutrition integration.
  • Perform other duties as assigned by the Project Manager.

Job Requirements:

Education:

  • University degree in Public Health, Medicine (MD), Nursing, or related field.
  • Diploma in Health Sciences with extensive experience may be considered.

Experience:

  • Minimum 3 years’ experience supervising healthcare projects in NGO or humanitarian settings.
  • Strong knowledge of BPHS, primary healthcare principles, and community health programs.
  • Experience with nutrition interventions and psychosocial support is an advantage.

Technical Skills:

  • Proficiency in data collection, HMIS reporting, and analysis.
  • Knowledge of referral systems, supply chain management, and quality assurance mechanisms.
  • Understanding of gender, diversity, and inclusion in healthcare delivery.

Language:

  • Fluent in Dari and Pashto (required).
  • English proficiency (advantage).

Other Skills:

  • Strong leadership, communication, and interpersonal skills.
  • Ability to work in challenging, resource-limited environments.
  • Proficiency in Microsoft Office and data management tools.
