Job Descriptions:

POSITION OBJECTIVE
The Internal Audit Officer position is established to support donor-mandated audits of Education sector grants and Implementing Partners, as well as the expanding internal audit assignments across the organization.

JOB DUTIES AND RESPONSIBILITIES
•    Assist in development of annual internal Audit Plans: Collaborate with the Internal Audit manager to develop risk-based audit plans, considering organizational priorities, regulatory requirements, and emerging risks in alignment with the donor and organization policies.
•    Assist and execute complex financial, operational, and compliance audits: Conduct audits across all areas of the Education Sector and overall organization, adhering to the specific financial management responsibilities outlined in the grant agreement. Assess internal controls, risk management, and governance processes to identify areas for improvement.
•    Identify Control Weaknesses: Identify and report control weaknesses, process inefficiencies, and non-compliance issues related to the project components specified in the grant agreement. Make recommendations to strengthen controls and mitigate risks.
•    Liaise with Management: Collaborate with management and stakeholders, ensuring that audit findings align with the project's financial and operational goals.
•    Stay Current with Regulations: Stay up to date with regulations, accounting standards, and best practices outlined in the grant agreement to ensure audit processes remain in line with current requirements.
•    Prepare clear, concise, and well-structured audit findings to Supervisor and conduct follow-up audit to resolve issues identified during audit, following the guidelines specified in the grant agreement. Communicate findings effectively and suggest practical solutions.
•    Promote Ethical Conduct: Uphold the highest ethical standards in all audit activities, maintaining confidentiality of sensitive information as outlined in the project documentation.
•    Tavel required to conduct the Audit of IPs and AKF regional/districts offices.
•    Perform other tasks commensurate with the level of the job: As instructed by the manager or chief internal auditor, ensuring alignment with the project objectives and grant agreement.
•    To carry out responsibilities of the role in a way which reflects AKF’s commitment to protecting children and vulnerable adults in accordance with the Safeguarding Policy and Child Safegaurding Policy. 
•    To report any suspicions or actual violations of the Safeguarding Policy and and/or Child Safeguarding Policy as per the given training.

OCCASIONAL SIGNIFICANT DUTIES AND RESPONSIBILITIES
•    Preparing presentations, collecting documents, filing, and providing general administrative support where necessary.
•    Conduct Special Investigations: Conduct special investigations as required, responding to specific concerns allegations, and preparing detailed reports on findings.
•    Assist in Internal Control Assessments: Assist in the evaluation and testing of internal controls and help establish effective control frameworks.

DECISION-MAKING & AUTHORITY
•    Data provision and communication.
•    Follow-up with audit clienteles.
•    Inputs in audit planning and risk assessment.

Job Requirements:

JOB SPECIFICATION
•    Bachelor’s degree in economics/ Business Administration with CIA certification.
•    ACCA Part qualified.
•    4 years of relevant experience.

REQUIRED CORE COMPETENCIES
•    Knowledge of International Standards for the professional Practice of Internal Auditing of IIA is required.
•    Experience and knowledge of report writing, drafting and summarizing audit observations are obtaining management responses.
•    Experience and knowledge in coordination of audits.
•    Possess specific knowledge and understanding of the Afghanistan Reconstruction Trust Fund (ARTF) or World Bank funded projects.
•    Experience of working in professional audit and accounting practices is a plus.
