Job Descriptions:

The Quality Control Engineer (QCE) is responsible for overseeing the implementation and continuous monitoring of quality standards across all engineering and construction disciplines, with a primary focus on building construction projects. This role ensures that all project activities comply with approved specifications, technical requirements, client standards, and applicable international codes and regulations.

The QCE conducts regular inspections and testing, manages quality-related documentation, and works closely with project teams to ensure quality is maintained throughout all project phases—from material procurement and submittal approvals to completion of the activity.

Duties & Responsibilities

  • Conduct field inspections and supervise construction activities for new building projects, including structural, architectural, general (electrical, and mechanical) works.
  • Verify that all materials, installations, and workmanship comply with approved drawings, technical specifications, contract requirements, and applicable industry standards.
  • Prepare, review, and update project-specific inspection records, test reports, checklists, and other quality control documentation.
  • Perform and monitor material testing activities (soil, concrete, steel, MEP materials, etc.) and supervise third-party laboratory testing when required.
  • Prepare and review material submittals, work methodologies, and project quality plans to ensure compliance with contract and client requirements.
  • Monitor architectural, structural, and MEP works to ensure quality standards are met while maintaining construction progress.
  • Coordinate with construction, engineering, and procurement teams to identify, report, and resolve quality issues, including Non-Conformance Reports (NCRs).
  • Maintain complete and accurate QA/QC records, including inspection logs, test results, calibration certificates, and related documentation.
  • Prepare and submit daily and weekly quality reports to the Project Manager and relevant project stakeholders.
  • Promote and enforce a strong quality culture among site teams, subcontractors, and suppliers to ensure consistent compliance with quality standards.

Job Requirements:

Education:

  • Bachelor’s degree in Civil Engineering is required. A Master’s degree is preferred but not mandatory.
  • Professional certifications in QA/QC or related quality management standards are preferred but not mandatory.

Qualification & Experience:

  • Minimum 5 years in Civil Engineering, Building Construction, or infrastructure projects.  In addition, 2 years QA/QC roles within Construction projects, or infrastructure projects.
  • Experience with UN organizations, international organization or donor-funded projects is an asset.

Technical Skills:

  • Proficient in quality control tools and procedures for Service Building and civil engineering projects.
  • Familiarity with Engineering codes and standards (ASTM, ACI, AISC, NEC, ISO).
  • High Working knowledge of AutoCAD, MS Office, and QA/QC reporting.

 

Language Skills:

  • Proficiency in local languages Pashtu and Dari is mandatory, both written and spoken.

  • Strong  knowledge of the English language is highly required.

 

Other Skills:

  • Excellent inspection, documentation, and problem-solving skills.
  • High attention to detail and strong organizational ability.
  • Effective reporting abilities in local language and in English.
  • Ability to work independently and as part of a diverse engineering team
