Job Description

PSEA (Protection from Sexual Exploitation and Abuse)

  • Ensure full implementation of CAF’s PSEA Policy and Procedure across all projects.
  • Act as focal point for PSEA awareness, training, and reporting mechanisms.
  • Coordinate survivor-centered reporting and referral pathways in line with CAF and donor requirements.
  • Conduct background/reference checks for new staff to verify prior misconduct related to SEA.
  • Organize and document PSEA training sessions for staff, partners, and community stakeholders.
  • Maintain confidential records of SEA cases and ensure timely reporting to senior management and external agencies.

2. GRM (Grievance Redress Mechanism)

  • Serve as focal point for CAF’s GRM/Complaint Handling Mechanism at central and provincial levels.
  • Ensure complaint boxes, hotlines, and reporting channels are functional and accessible at all health facilities and offices.
  • Register, triage, and escalate sensitive grievances (fraud, harassment, SEA, corruption) within 24 hours.
  • Facilitate GRM committee meetings at head office and provincial offices.
  • Prepare monthly and quarterly GRM reports for submission to CAF management and donors.
  • Conduct awareness sessions at community and facility levels to ensure beneficiaries understand complaint mechanisms.

 

3. Capacity Building

  • Ensure SAFE project Training Plan is implemented in line with the project Work plan
  • Lead CAF’s Training & Development Policy implementation for HR and program staff.
  • Conduct annual Training Needs Assessments (TNA) and prepare consolidated training plans.
  • Facilitate functional and project-specific trainings (HRM, Code of Conduct, GRM, PSEA, Anti-Fraud, AML/CTF, Gender, Child Protection, etc.).
  • Identify internal trainers and external certified trainers for competency-based and non-competency-based trainings.
  • Ensure training reports, feedback forms, and post-training evaluations are completed and filed.
  • Support staff development through mentoring, coaching, and workshops.

 

4. Compliance & Reporting

  • Ensure compliance with CAF policies, donor agreements, and national laws.
  • Prepare monthly, quarterly, and ad hoc reports on PSEA, GRM, and training activities.
  • Support HR department in induction of new staff, ensuring orientation on PSEA, GRM, and Code of Conduct.
  • Liaise with external stakeholders (MoPH, UNICEF, UN agencies, donors) for coordination on safeguarding and accountability.

 

  1. Minimum Requirements

 

  • Bachelor degree in Social Sciences, Human Resources, or related field.
  • At least 5 years of experience in safeguarding, grievance redress, HR development, or NGO program management.
  • Proven knowledge of PSEA, GRM, HRM, and Training & Development policies.
  • Strong facilitation, training, and capacity-building skills.
  • Excellent communication skills in English, Dari, and Pashto.
  • High computer literacy (MS Office, HRMIS, databases).

Job Requirements

QUALIFICATION AND REQUIREMENTS:

  • Medical Doctor (MD)
  • Fluent in English and local languages.
  • Good communication, problems solving and presentation skill.
  • Familiarity with Kabul Province.
  • Travel to the different districts of Kabul Province is must
