Job Descriptions:

Purpose of consultancy:

The Reproductive Health Commodity Security Data Management consultant will play a pivotal role as part of Afghanistan’s programme team. The Individual Consultant provides integrated programme and technical support to Implementing Partners and Field Offices to ensure that UNFPA Supplies strategy is   implemented and monitored in a timely manner and supports the overall achievement of the humanitarian, maternal health, family planning and gender-based violence programmes. This includes the identification of needs, forecasting, procurement  and  supply planning,  distribution,  warehousing, monitoring of utilisation, and disposal of commodities. The Consultant will be responsible for securing essential supplies and ensuring their effective and timely use. The incumbent will work closely with the other colleagues across Reproductive Health, Humanitarian, Gender-Based Violence  (GBV)  and  Adolescents  &  Youth  (A&Y) team  members,  particularly those managing maternal health, quality of care services, family planning, as well as with the Logistics and Supply chain teams on all aspects of supply chain management, including forecasting, procurement and supply, inventory management and distribution.

You would be responsible for: The consultant will work closely with the other units in the UNFPA Afghanistan Country Office to carry out the duties, as detailed above. The consultant will provide a periodic report to the supervisor.

Programme implementation RH-CS: [80%]

  • Support the end-to-end management of data and reporting process for programme supplies, ensuring full visibility across all stages—from expression of needs to final consumption at service delivery points. This includes monitoring and tracking key supply chain elements, including requisitions, purchase requests/orders, shipments, stock levels at all tiers, distributions, expiry dates and funding information, in close collaboration with the Logistics and Supply Chain Unit, programme teams, implementing partners, and other stakeholders;
  • Develop and manage data systems, dashboards, and analytical reports, and ensure timely submission of accurate updates—including SitReps and SRH progress reports—for donors, country office management, and other stakeholders;
  • Coordinate with logistics and supply teams, programme units, and implementing partners to enable effective supply chain management. This includes facilitating supply forecasting and demand planning, developing and updating procurement, supply and distribution plans, revising CONOPS, streamlining processes, expediting and tracking orders, shipments and distributions, monitoring stock levels and consumption trends, and ensuring adequate space availability across UNFPA and implementing partner warehouses for the timely execution of programme activities. Coordination efforts will also support the early identification and resolution of potential supply chain bottlenecks and gaps.
  • Conduct regular field assessments and monitoring visits to identify SRH and programme supply needs, verify stock status, assess storage conditions and reporting quality, perform spot checks, and ensure maintenance of all equipment and adherence to FEFO and good warehousing, inventory, and storage practices;
  • Follow up on procurement requests, shipment tracking, and timely execution of distributions, ensuring smooth coordination with logistics and implementing partners.
  • Develop and implement a buffer stock and prepositioning strategy to ensure continuous availability of medicines and supplies in humanitarian and hard-to-reach areas, preventing stock-outs while minimizing wastage;
  • Support the development, improvement and monitoring of UNFPA e-LMIS and existing  reporting mechanism, including overseeing the rational use of emergency RH kits and other commodities by end-point users after following up their distribution;
  • Strengthen and develop systems for standardizing essential medicine and equipment at each targeted health facility/service delivery points;
  • Assist in developing/adapting and implementing practical protocols and guidelines to ensure the quality of SRH services, including Family Planning (FP), provided by the implementing partner (IP);
  • Conduct regular meetings with implementing partners (IPs) to ensure timely and proper implementation of SRH planned activities, including FP.

Capacity Building: [10%]

  • Provide overall guidance required to strengthen and build capacity in the use of management information to forecast the required contraceptives and related SRH commodities;
  • Coordinate with the Logistics and Supply Chain unit to assess and identify training needs for implementing partners in key areas, including forecasting and demand planning, procurement and supply management, warehousing and inventory control, and distribution planning. 
  • Support and facilitating training to build the capacity of implementing partners and services providers such as medical doctors, midwives, pharmacists on commodities management and rational usage of drugs.
  • Regularly update on the IP technical capacity, identify gaps on inventory management propose training and evaluation sessions. 

Effective coordination and Strengthen Partnerships: [5%]

  • Act as the supply chain focal point for the Humanitarian Unit, ensuring regular coordination with the Logistics and Supply Chain Unit, programme teams, and implementing partners, and actively participating in coordination meetings to provide updates on forecasting, planning, deliveries, stock levels, consumption trends, distributions, and pending logistics actions.
  • Liaise closely with implementing partners to ensure timely and accurate commodity data reporting, support effective supply distribution, and ensure quality service delivery across supported facilities.
  • Liaise with humanitarian stakeholders working in relevant sectors/Clusters, such as Health, WASH, Protection, Logistics, Camp Management, etc. to ensure inclusion of commodities specific to UNFPA’s mandate into the national humanitarian response plan.
  • Establish partnerships with humanitarian health supply partners to ensure consistent and coordinated forecasting and supply planning for health supply gaps.

Resource Mobilisation: [3%]

  • Contribute to project proposal development of the SRH humanitarian program to assist in resource mobilization for the implementation of RHCS programming.
  • Support the communications and donor teams to quantify and report on UNFPA supply provisions and impact on a regular basis.

Any Other Duties: [2%]

  • Perform any other duties as required by supervisor.

Job Requirements:

Qualifications and Experience: 

  • Master’s degree or equivalent in Pharmacy, Public Health, supply chain management, medical logistics, or closely related field. OR a first-level university degree combined with a minimum of three(3) years of progressively responsible professional experience in essential medicines and health commodity management or closely related fields, particularly in humanitarian or development contexts.

Knowledge and Experience:

  • A minimum of one year experience in managing humanitarian supply chain operations and health-related commodity data management.
  • Proven experience in working with electronic logistics management information systems, data management tools, and dashboards.
  • Proficiency in data management is essential; possession of relevant certifications in data systems, analytics, or supply chain information systems would be considered a strong asset.
  • Demonstrated experience coordinating and networking with key development partners, donors, and stakeholders in humanitarian or public health supply chain contexts.
  • Knowledge and understanding of UN/UNFPA humanitarian/development programming and operations and about UN common programming principles including human rights-based approach, gender equality and capacity development. 
  • Experience working within the UN system is a distinct advantage.
  • Excellent communication, facilitation and negotiation skills.
  • Demonstrated experience in working successfully as a member of the multidisciplinary team.
  • Ability to self-manage, emotional intelligence, empathy, team spirit, conflict management as well as negotiating skills.
  • Practical experience in facilitating training and capacity building for staff and implementing partners, preferably in the areas of sexual and reproductive health and rights (SRHR), data management and supply chain management.

Language requirements:

  • Fluency in Oral and Written English is required. 
  • Fluency in Oral and Written Dari/Pasthu is advantaged.
