Afghanistan Relief and Sustainable Development Organization (ARSDO) is a national, non-profit development organization established in 2017 and registered with the Ministry of Economy of Afghanistan (Registration No. 4190). ARSDO has a strong grassroots presence and extensive experience in designing and implementing community-based development and humanitarian interventions across Afghanistan.

ARSDO works through a three-pronged strategy: 1. Community Organization and Inclusion: Strengthening grassroots community institutions with a strong focus on inclusion of vulnerable groups, particularly women and children. 2. Capacity Strengthening: Enhancing the knowledge, skills, and capacities of local communities to actively participate as co-implementers in addressing existing and emerging social, economic, and humanitarian challenges. 3. Advocacy and Policy Engagement: Advocating for improved justice, policy reforms, and the development of laws and strategies to combat social, economic, and rights-based challenges at local, national, and international levels.

ARSDO implements multi-sectoral programs including Education, Health, Economic Empowerment, Humanitarian Response, Gender-Based Violence (GBV), and Construction, combining advocacy with quality service delivery.

Job Descriptions:

The Cluster Supervisor is responsible for the overall coordination, supervision, and management of BPHS/EPHS activities within the assigned cluster. The role ensures that all health facilities and community programs operate effectively, in line with MoPH standards and UNICEF/ARSDO policies.

Job Requirements:

Key Responsibilities:

  1. Develop and implement monthly and quarterly activity plans.
  2. Coordinate with the Technical Health Manager, Project Lead, and Provincial Health Office.
  3. Ensure integration among EPI, Nutrition, CBHC, CDC, and facility-level services.
  4. Conduct regular supervision of health facilities and community activities.
  5. Review HMIS data, performance indicators, and quality of services.
  6. Provide on-the-job coaching and mentoring to facility staff.
  7. Ensure service delivery in line with BPHS/EPHS and MoPH standards.
  8. Monitor EPI, Nutrition, and outreach activities.
  9. Support emergency response and outbreak control.
  10. Review and submit accurate monthly HMIS and activity reports.
  11. Maintain supervision, attendance, and performance records.
  12. Supervise cluster staff, ensure attendance and performance compliance.
  13. Identify training needs and support staff capacity building in coordination with Capacity Building Officer (CBO).
  14. Ensure proper management of medicines, supplies, and cold chain.
  15. Represent ARSDO in district-level coordination meetings.
  16. Liaise with local authorities, communities, and partners.
  17. Monitor security conditions and enforce ARSDO security protocols in coordination with Security Officer.

Qualifications:

  1. MD or Bachelor in Public Health, or related field (MPH preferred).
  2. Five years of BPHS/EPHS or health project management experience.
  3. Good knowledge of MoPH standards, HMIS, and community health systems.
  4. Strong leadership, communication, and reporting skills.
  5. Fluency in Pashto and Dari (English preferred).
  6. Willingness to travel and work in remote, mountainous areas.
  7. Analytical and problem-solving skills.
  8. Computer and MS office knowledge and skills.
