Safa Darman Construction & Logistics Company (SDCLC) is established in 2023 and registered in Afghanistan under the Ministry of Commerce and Industries, through the General Directorate of Central Business Registry & Intellectual Property. The company is registered under Registration No. 40848, holds Business License No. D39123 and TIN No. 9000350075, and is a member of the Afghanistan Chamber of Commerce. SDCLC operates nationwide as an integrated construction, logistics, and supply services provider. Its core services include construction and infrastructure works, design and build, logistics and transportation, freight forwarding, warehousing, customs clearance, catering, and life-support services. The company also supplies construction materials, vehicles, machinery, IT and communication systems, and office and medical supplies. SDCLC provides services to UN agencies, USAID-funded programs, national and international NGOs, and humanitarian and public sector projects across Afghanistan. Key Responsibilities
• Plan and execute procurement activities in line with budgets and procurement plans.
• Identify, evaluate, and manage suppliers and vendors.
• Conduct market research to support sourcing and pricing decisions.
• Prepare RFPs and RFQs only when required.
• Draft technical specifications and scopes of work.
• Ensure compliance with internal policies and regulations.
• identify and track external tenders and RFPs.
• Prepare and submit compliant technical and financial bids.
• Coordinate supporting documents, certifications, and guarantees.
• Support pricing and cost analysis for bids.
• Procure samples from suppliers.
• Coordinate technical and quality analysis of samples.
• Document evaluation results.
• Prepare purchase requisitions and purchase orders.
• Review invoices and financial documents.
• Coordinate with finance for timely payments.
• Manage supplier relationships and performance.
• Address non-conformance and supplier issues.
• Maintain complete procurement and bid files.
• Prepare procurement and bid reports.
Bachelor’s degree in business administration, Supply Chain, Finance, Engineering, or related field.
Minimum 3–5 years of relevant experience in procurement and bidding.
Strong procurement and tender knowledge.
Ability to prepare compliant bids.
Strong analytical and documentation skills.
Negotiation and vendor management skills.
Languages: Fluency in English is mandatory and essential. Additional languages are an advantage.
